The meeting of the Board of the Union of Appraisers of the Republic of Tatarstan was held

At the meeting of the Board of the NP "Union of Appraisers of the Republic of Tatarstan" (Union), the composition of the Committees and Councils of the Union for 2022-2023 was approved - the Tariff Policy Committee, the Expert Advisory Council, the Committees for Education and Advanced Training, for voluntary certification and assessment of qualifications, for real estate market monitoring, work with authorities and external affairs, interaction with professional public associations. Union President Andrey Lisichkin emphasized that the activities of advisory bodies are the most important area of work and allow the formation of a consistent, systematic methodological platform for interaction with both assessment customers and the assessment community.

The Executive Director of the Union, Oleg Bulgakov, reported to the Board on the results of the implementation of the Roadmap in the appraisal activities. The intensification of work aimed at improving the quality of assessment, expanding expert and consulting support in urban districts and municipal districts of the republic became possible thanks to the support of the Association "Council of Municipalities of the Republic of Tatarstan", the Ministry of Land Property of the Republic of Tatarstan, the Office of the President of the Republic of Tatarstan on anti-corruption policy and the most active leaders of the Chambers of land and property affairs of municipal districts of the Republic of Tatarstan. The speaker also drew attention to the continuing low level of assessment reports within the framework of the municipal order. At the same time, the vast majority of such valuation organizations are not members of the Union and they are not provided with expert support, which significantly affects the quality of the valuation, hinders the effective management of property, replenishment of municipal budgets, and also entails the voidability of transactions. In 2022, within the framework of the Roadmap and regulatory legal acts, despite the difficult situation, the speaker noted, a study of the housing market in all municipal districts of the republic was conducted, a collection of market price monitoring was published, 132 reviews (Professional opinion) on reports were completed and are in the process of being processed. on assessment at the request of authorities and local self-government of the Republic of Tatarstan in 27 districts of the republic.

The Board instructed the Education Committee to prepare a seminar on topical issues of valuation activities for appraisers - members of the Union and customers of the valuation, including authorities. It was also proposed to intensify the work of regional offices in the Republic of Tatarstan of self-regulatory organizations of appraisers to combat dumping and improve the quality of valuation, incl. by attracting new organizations to the Union.

Members of the Board discussed the course of preparations for the 10th anniversary of the Union, proposals sent to partners and authorities on the format of anniversary events.

By unanimous decision of the Board, a new appraisal organization was accepted as a member of the Union - "Independent Appraisal" LLC (Naberezhnye Chelny).

The Board approved a number of changes to internal documents. In particular, a ban on public dissemination of the results of expert research and reviews without the consent of the Union was defined, and benefits in expert support were formalized exclusively for members of the Union. Members of the Board approved the course towards further consolidation of the evaluation community within the ranks of the Union and measures to support fair competition taken by the executive directorate.

The Board also considered the appeal of the deputy of the State Duma of the Russian Federation A.V. Kutepov about participation in the "round table" on the topic "Problems of legal regulation of valuation activities" via videoconference.

The event is expected to discuss the problems of legal regulation of valuation activities, including the independence and objectivity of the valuation, the mandatory nature of the valuation, the level of professionalism of appraisers, the quality of valuation, the responsibility of appraisers, the peculiarities of valuation for business, government agencies

authorities and local governments. On these issues, the position of the members of the Board was formulated and appropriate decisions were made.

The meeting was attended by the head of the assessment department of the Ministry of Land and Property of the Republic of Tatarstan Larisa Shvetsova and employees of the department.
