During the extended meeting of the Management Board, the Committee for Education and Vocational Training and the Expert Advisory Council of the Non-Profit Partnership "Union of Appraisers of the Republic of Tatarstan" on May 12, 2022, the participants heard a member of the Council for Appraisal Activities of the Ministry of Economic Development of Russia, President of the Union Andrey Lisichkin. The speaker announced that on May 30, 2022, the Federation Council Committee on Economic Policy held a round table on the topic "Issues of legal regulation of valuation activities" via videoconference on the following (non-exclusive) issues: independence and objectivity of valuation, mandatory valuation, level of professionalism of appraisers, quality appraisals, appraisers' responsibility, appraisal peculiarities for business, public authorities and local governments, etc.
During the discussion, which was attended by members of the Board, Committees and Councils of the Union, heads of regional departments of the self-regulatory organozations of appraisers of the Russian Federation, representatives of specialized partner universities, it was decided to include the following problematic issues in the proposals being formed for discussion in the round table format:
1. Analysis of the current legislation to determine the cases of the need for a mandatory assessment.
2. Legislative support for the fight against dumping and unfair competition in the formation of state and municipal orders for appraisal work.
3. Problems of the ineffectiveness of the qualification exam to confirm the professional knowledge of appraisers, inconsistencies in the base of questions of practical professional activity.
4. Legislative (at the level of the Federal State Educational Standards) regulation of the obligatory practice of students studying in specialized specialties in assessment organizations, correlating requirements and taking final and qualification exams into account in assessment activities for graduates of higher educational institutions.
5. Formation of legislative support for the system of benefits and guarantees, access to tenders, professional education and advanced training programs, preservation and increase of jobs for appraisal organizations and private appraisers in the field of infrastructure support for priority national and import-substituting projects, state and municipal orders, information technology and digitalization, optimizing production systems, etc.
6. Analysis of the adopted by-laws that significantly infringe on the interests of non-state appraisers and experts in order to meet the requirements of the law and the state as a customer for the qualifications of appraisers and the quality of the appraisal, and reduce unjustified expenses of budgets of all levels.
7. Development of interaction between the appraisal community and the state in the form of expert and consulting support for authorities and local governments in order to ensure high quality assessment while optimizing the costs of budgets at all levels.
The participation of the head of the Union, as well as relevant executive authorities of the Republic of Tatarstan, is planned to take place in the work of the round table.
