Work on establishing boundaries between the constituent entities of the Russian Federation has been carried out as part of the implementation of the target model "Cadastral registration of land plots and real estate objects" since 2019. In the same year, active work began on establishing the border between the Republic of Tatarstan and the Republic of Bashkortostan.
In order to establish the border between Tatarstan and adjacent regions, an appropriate working group is operating in the republic, headed by the Ministry of Land and Property of the Republic of Tatarstan. The group includes the Spatial Data Fund of the Republic of Tatarstan, representatives of the Republican State Council, the Cabinet of Ministers, the Presidential Administration, the Ministry of Justice, the Ministry of Agriculture and Food, the Ministry of Forestry, the Ministry of Transport, the Ministry of Ecology, the Ministry of Construction, the Administration of Federal service of state registration, cadastre and cartography and the Council of Municipalities of the Republic of Tatarstan.
Initially, the Spatial Data Fund of the Republic of Tatarstan, together with representatives of the Republic of Bashkortostan, studied all the cartographic and cadastral source materials of both republics, when comparing which significant discrepancies were found in 66 sections (mismatches of the border line). Some of the issues were resolved at joint meetings of the working subgroups via videoconferencing, the other part of the controversial issues was filmed at face-to-face negotiations in Ufa. It is also important to note that when establishing the border, all decisions were made taking into account the opinion of local residents and information from local governments about the historical passage of the border of both republics. Settlements and industrial facilities were not transferred to another republic.
As a result of the negotiations, a draft border crossing was agreed, which became the basis of the Agreement on the establishment of the border between the Republic of Tatarstan and the Republic of Bashkortostan, signed by the leaders of the republics on May 31, 2022. The final stage of completion of this work will be the approval of the document by the State Council of the Republic of Tatarstan.
The work on establishing the boundaries of the constituent entities of the Russian Federation is aimed at improving the efficiency of the procedures for granting land plots, setting real estate objects on state cadastral registration. This contributes to the effective management of land resources and real estate, planning of budget revenues at all levels in terms of land payments, as well as stimulating investment processes and the regional economy.
