On July 5, 2022, Deputy Minister Rustem Shameev via videoconference took part in a meeting on the implementation of municipal land control in the constituent entities of the Russian Federation, the organization of meetings of headquarters by the territorial departments of the Federal Service for Veterinary and Phytosanitary Surveillance to improve the efficiency of municipal land control, chared by Deputy Minister of Agriculture of the Russian Federation A.V. Razin and with participation of Head of the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) S.A. Dankvert.
Federal Service for Veterinary and Phytosanitary Supervision and its territorial bodies exercise their powers in relation to agricultural land, the turnover of which is regulated by the Federal Law of July 24, 2002 No. 101 - ФЗ “On the turnover of agricultural land”.
The Ministry takes part in the measures for the withdrawal of agricultural land due to their non-use, being the authorized body for applying to the court on issues of forced withdrawal from the owner.
In 2021, in order to take measures to forcibly terminate rights to land due to their non-use, Federal Service for Veterinary and Phytosanitary Supervision sent materials of cases of administrative offenses, confirming that for three or more years in a row from the moment the fact of non-use of the land plot for its intended purpose or use in violation of the law Russian Federation, such a land plot is not used for farming or other activities related to agricultural production, in relation to five owners of land plots.
Based on the materials of administrative cases, the Ministry sent statements of claim for the forced seizure of land plots.
