The Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District Igor Komarov held a meeting in Moscow with the participation of the head of Federal service of state registration, cadastre and catrography Oleg Skufinsky on the creation of a national spatial data system and the implementation of the project “Filling the Unified State Register of Real Estate with the Necessary Information” in the regions of the Volga Federal District. The event was attended by the heads of the district's regions, representatives of the Federal Service for State Registration, Cadastre and Cartography, as well as the Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography. From Tatarstan, the meeting was attended by the Prime Minister of the Republic of Tatarstan Aleksey Pesoshin, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin, the Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan Airat Khairullin, acting Minister of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan Alexey Frolov, Deputy Head of the Department of Federal service of state registration, cadastre and cartography of the Republic of Tatarstan Artem Kostin.
The creation of the National Spatial Data System provides for the integration of information on land and real estate on one digital platform and is aimed at improving the efficiency of land use and ensuring the guarantee of property rights throughout the country. The platform will allow to work out the prospects for the development of various territories. For example, with its help, applicants will be able to directly apply for the service in order to start work on the site, go through the approval process in the shortest possible time; it will also be possible to identify unregistered real estate objects, using artificial intelligence to change the status of the state of land. 20 Russian regions were selected to participate in this pilot project, 8 of which are located in the Volga Federal District: the Republics of Bashkortostan and Tatarstan, the Chuvash Republic, the Perm Territory, the Nizhny Novgorod, Orenburg, Samara and Saratov regions.
Oleg Skufinsky, head of the Federal Service for State Registration, Cadastre and Cartography, added: “In accordance with the goals of the Government of the Russian Federation, Rosreestr should become a service provider and source of complete, accurate, reliable and up-to-date spatial data, a center of competence in the field of land and real estate. The inclusion of 8 regions of the Volga Federal District in the pilot project is an indicator of quality work: the district is the leader in terms of digital maturity, in terms of the pace of project implementation. But the pace must be increased in order to reach the state program indicators by the end of 2024.”
Regarding the filling of the Unified State Register of Real Estate, Igor Komarov emphasized that “the quality and completeness of data from the USRN and other regional and municipal registers and resources containing spatial data have a significant impact on the investment, economic and social agenda of the regions and largely influence the formation consolidated budgets of the constituent entities of the Russian Federation for property taxes and fees, as well as ensure the protection of the rights of owners in the implementation of investment and infrastructure projects.
Summing up, the plenipotentiary recommended that the heads of the regions of the Volga Federal District intensify work on the development of electronic interaction with state authorities and local governments, pay special attention to business and the professional community, since the electronic format is of decisive importance for the development of regions, including stimulating large sectors of the economy. The plenipotentiary emphasized that, given the tight deadlines, technical and financial capabilities, an individual project implementation plan needs to be prepared for each region, managers need to control this work.
