Putin approved instructions on the implementation of the national system of spatial data

Russian President Vladimir Putin approved a list of instructions to the government on the implementation of the National Spatial Data System (NSDS) state program, the corresponding document is posted on the website of the head of state.

In particular, the government of the Russian Federation was instructed to ensure that amendments are made to the legislation of the Russian Federation until January 1, 2024, aimed at reducing the number of land plots with indefinite boundaries, as well as the number of buildings, structures, and premises actually used, but not registered in the Unified State Register of Real Estate and parking spaces.

The President also instructed to reduce the use of lawless grounds for land plots in state or municipal ownership by the owners of buildings and structures located on such land plots.

In addition, the heads of the regions of the Russian Federation are recommended to ensure that by January 1, 2027, the completion of work on describing the location of the boundaries of municipalities and send information for inclusion in the USRN. In addition, it is necessary to complete the identification of the right holders of objects recognized as previously recorded real estate objects.

Top officials in the constituent entities of the Russian Federation will be required to provide funds in the budgets for the next financial year and for the planning period to finance the development of the NSDS. Including funds will be spent on carrying out complex cadastral and cartographic works.

The unified digital system of spatial data is essentially a digital model of the country, which provides users with access to relevant spatial information. Rosreestr is the curator of the NSDS. The system operator will be the public law company Roskadastr. The basis for this NSDS are two information systems - the Unified Electronic Cartographic Basis and the Federal Portal of Spatial Data, for the creation of which the state is ready to spend 17.4 billion rubles.
