Board meeting on the results of work for the first half of 2022

Today, a board meeting on the results of work for the first half of 2022 was held at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Minister Fanil Agliullin.

Members of the board, representatives of the Administration of the President of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, ministries and departments, organizations and institutions of the Republic of Tatarstan took part in the meeting, as well as heads of executive committees of municipalities, heads of chambers (departments, committees) of property and land relations of municipalities of the Republic of Tatarstan.

For the first half of this year, the budget of the Republic of Tatarstan received 3 billion 635.7 million rubles from the use and sale of property and land owned by the Republic of Tatarstan. The budget task for the indicated incomes was fulfilled by 97%. For the same period last year, the budget of the Republic received 268 million rubles.

The total amount of revenues of local budgets of the Republic of Tatarstan is 2 billion 579 million rubles, which is 62% of the annual plan. Revenues were received by 33.6 million rubles more than in the same period in 2021.

The issue of reducing the debt on rent payments to the municipal budgets of the republic remains topical. As of July 1, 2022, the total amount of debt to the budgets of municipalities under property and land lease agreements amounted to 484.1 million rubles, which is 40.0 million rubles less than the same period last year. At the same time, since the beginning of this year, there has been an increase in debt by 35 million rubles.

The largest debt under land lease agreements is 442 million rubles, the growth for the first half of the year amounted to 28.7 million rubles. Under property lease agreements, the amount of debt amounted to 41.8 million rubles, for the first half of the year there is an increase of 6.3 million rubles.

As of April 1, 2022, 114 municipal unitary enterprises were registered in the Republic of Tatarstan, including 91 operating ones. Of these, 21 (23%) enterprises are credited, 43 (47%) enterprises are unprofitable. In order to improve the efficiency of control over the activities of municipal unitary enterprises, timely detection of deterioration in the indicators of their financial and economic activities, and the adoption of appropriate measures, the Ministry holds quarterly meetings via videoconferencing.

The topic of territorial planning was also touched upon at the board meeting.

Decree of the Government of the Russian Federation dated December 1, 2021 No. 2148 approved the state program of the Russian Federation "National System of Spatial Data". The key direction in the creation of the National Spatial Data System is filling the Unified State Register of Real Estate with complete and accurate information.

The Unified State Register of Real Estate contains information about the borders of 1225 out of 3119 (39.3%) settlements that are part of 346 municipalities of the Republic of Tatarstan.

Various contractors are working on the master plans of 214 settlements, the implementation of which will ensure the cadastral registration of the boundaries of 764 settlements.

Based on the norms of the Land and Town Planning Codes of the Russian Federation, in order to put the boundaries of the remaining 1,130 settlements on cadastral registration, it is necessary to develop master plans for another 353 municipalities, or to establish boundaries by developing territorial planning schemes for municipal districts.

The issues of registration by citizens of the rights to previously registered real estate objects, provision of residential premises to orphans and land plots to large families, inventory of hydraulic structures, registration of land plots under burial places, state representation in the management bodies of business entities and a number of other topical issues were also touched upon. Significant changes in legislation in the field of land and property relations were announced. As a result of the meeting, a draft decision of the board was considered.
