Three new interstate standards in the field of spatial data have been developed

Three new interstate standards in the field of spatial data developed by the Center for Geodesy, Cartography and spatial data infrastructure under an agreement with the Russian Institute for Standardization have been approved and registered by Rosstandart. All interstate standards will be put into effect from June 1, 2023 in accordance with Article 24 of the Federal Law of June 29, 2015 № 162-ФЗ "On Standardization in the Russian Federation".

Interstate standard R 70316-2022 (ISO 19112:2019) “Spatial data. Spatial referencing by geographic identifiers” was developed based on the international standard ISO 19112:2019 “Geographic information – Spatial referencing by geographic identifiers”. The need to develop this standard is due to the requirements of the Interstate standard R 58570-2019 (ISO 19112:2003) Spatial data infrastructure. General requirements, which provides for the use of a single system for assigning unique identifiers to spatial objects, into which identifiers used at various levels can be integrated to ensure their interoperability.

Interstate standard R 70317-2022 (ISO/TS 19115-3:2016) Spatial data. metadata. Part 3: XML schema implementation for fundamental concepts” was developed based on ISO/TS 19115-3:2016 ISO/TS 19115-3:2016 “Geographic information – Metadata – Part 3: XML schema implementation for fundamental concepts. The developed national standard is the third part of the national metadata standard, which includes: Interstate standard R 57668-2017 (ISO 19115-1:2014) “Spatial data. metadata. Part 1 - Fundamentals" and Interstate standard R 57656-2017 (ISO 19115-2:2009) "Spatial data. metadata. Part 2 - Extensions for images and matrix data.

Interstate standard R 70318-2022 “Spatial data infrastructure. Unified electronic cartographic basis. General requirements" is directly related to the Unified electronic cartographic basis - the development of the Federal State Budgetary Institution "Center for Geodesy, Cartography and spatial data infrastructure". Unified electronic cartographic basis is a systematized set of spatial data on the entire territory of the Russian Federation. The national standard defines the general requirements for information (spatial data, sets of spatial data) of a single electronic cartographic basis and for reference information used to monitor the relevance of a single electronic cartographic basis. The standard is intended to systematize the processes of collecting, processing and storing information on a single electronic cartographic basis, ensuring information interaction of information systems in order to provide information on a single electronic cartographic basis to state authorities, local governments, state and municipal institutions subordinate to them and other legal entities and individuals.

All interstate standards approved by Rosstandart are assigned to the technical committee for standardization No. 394 "Geographic information / geomatics" (technical committee № 394).
