On October 7, 2022, Federal Law No. 385-FZ “On Amendments to the Land Code of the Russian Federation and Recognition of Part 7 of Article 34 of the Federal Law “On Amendments to the Land Code of the Russian Federation and Certain Legislative Acts of the Russian Federation” was signed.
The Federal Law amends the Land Code of the Russian Federation establishing the procedure for conducting electronic auctions for the sale of a land plot owned by the state or municipality, and auctions for the right to conclude a lease agreement for such a land plot.
At the same time, it is envisaged that the state authorities of the constituent entities of the Russian Federation may determine municipalities on the territories of which land plots in state or municipal ownership are located, in respect of which, until January 1, 2026, auctions for the sale of certain categories of land plots owned by the state or municipal property, or the right to conclude lease agreements for such plots in electronic form are not carried out due to the technical impossibility of participation in them of citizens and (or) peasant (farm) households due to the restriction or lack of access to connecting to the information and telecommunication network "Internet" in the territories of these municipalities.
