Head of the appraisal department of the Ministry of Land Property of the Republic of Tatarstan Larisa Shvetsova and Executive Director of the Union of Appraisers of the Republic of Tatarstan Oleg Bulgakov discussed topical issues and innovations in legislation on appraisal activities with the heads of the Chambers and the Office of Property and Land Affairs of Naberezhnye Chelny, Sarmanovsky, Chistopolsky, Nurlatsky, Yutazinsky municipal districts, passing in the ministry internship program.
Oleg Bulgakov spoke about the activities of the association, the implementation of the Roadmap activities in valuation activities, in particular, the review of evaluation reports and the formation of monitoring of market prices, carried out at the request of authorities and proposals from authorities and local governments. He emphasized that the result of joint activities is to improve the quality of work of appraisers and, accordingly, the effective involvement of municipal property in the economic turnover, the growth of its investment attractiveness, profitability and liquidity. It was also noted that timely expert opinion on predicted transactions can reduce the number of lawsuits and prevent corruption factors. The trainees were presented with information material and electronic resources that allow them to get acquainted with the new Federal Valuation Standards and the templates for assessment reports and draft terms of reference for assessment developed on their basis.
In her speech, Larisa Shvetsova gave a detailed analysis of typical errors found in assessment reports, examples of incorrect selection of analogues, voiced the requirements for reports and their publication on an open federal resource. The stages of examination of evaluation reports were also considered.
During the exchange of views, a proposal approved by the participants was made to hold a seminar for municipal authorities in the videoconferencing mode in connection with significant changes in the legislation on valuation activities, which will come into force in November of this year.
