Fanil Agliullin took part in the meeting of the Federal service of state registration, cadastre and cartography working group

Yesterday, the Minister of Land and Property of the Republic of Tatarstan, Fanil Agliullin, made a report on the progress of work in the Republic of Tatarstan as part of the creation of the federal state information system "Unified Digital Platform National Spatial Data System" (FSIS EDS NSPD) at a meeting of the interdepartmental working group to coordinate activities aimed at for the creation of the Unified Digital Platform National Spatial Data System, which took place in the video-conferencing mode. The meeting was chaired by the head of the Federal Service of State Registration, Cadastre and Cartography O. A. Skufinsky.

The Republic of Tatarstan participates as one of the four pilot regions in the implementation of the state program of the Russian Federation "National System of Spatial Data" along with the Perm and Krasnodar Territories, the Irkutsk Region.

The Minister informed the leadership of Federal service of state registration, cadastre and cartography about the conclusion of agreements on the progress of work on the integration of information systems with the Unified Digital Platform National Spatial Data System and filling the Unified state register of real estate. Despite the fact that a number of tasks for filling the Unified state register of real estate by the Republic of Tatarstan have already been completed or are close to completion (for entering the borders of the Republic of Tatarstan, municipalities, coastlines, specially protected natural areas, forestries), a significant front of work remains to be done after the completion of entering information about the boundaries of populated points and territorial zones, as well as information about the owners of real estate objects.

To date, information about the boundaries of municipalities and coastlines has been fully entered. The boundaries of specially protected natural areas have been included by 90%, forestries - by 80%, settlements - by 60%, territorial zones - by 30%.

According to Federal service of registration, cadastre and cartograpy, 813,000 real estate objects with copyright holders missing from the Unified state register of real estate were identified on the territory of the republic. At the same time, about 661 thousand objects, i.e. 14.5% of the total number of objects in the Republic of Tatarstan, information about which is entered in the Unified state register of real estate, are subject to the Federal Law of December 30, 2020 № 518-ФЗ "On Amendments to Certain Legislative Acts of the Russian Federation", which establishes the procedure for identifying owners of previously registered real estate objects.

Federal Law 518-ФЗ applies to real estate if the title documents for the property or documents certifying the rights to this property were issued before the date of entry into force of the Federal Law of July 21, 1997 № 122-ФЗ "On state registration of rights to real estate and transactions with it” (until January 31, 1998) and these rights were not registered in the Unified State Register of Real Estate.

According to the Law, if the owners of previously recorded objects are identified, the municipalities inform them about this and independently send applications to the Federal Registration Service for entering the relevant information into the Unified state register of real estate. The Law also provides the possibility of deregistration of buildings and structures that have ceased to exist.

In order to ensure the implementation of Law 518-ФЗ, the filling of the Unified state register of real estate, the Ministry of Land and Property of the Republic of Tatarstan, together with the Office of Federal service of state registration, cadastre and cartography in the Republic of Tatarstan, is taking measures to provide local governments with methodological, organizational and practical assistance.
