On the reorganization of the Republican Property Treasury
From 2013 to the present, the Ministry of Land and Property of the Republic of Tatarstan has acquired 3,926 residential premises for orphans, of which more than 600, starting from 2018, have been transferred the property of orphans.
In accordance with the resolution of the Cabinet of Ministers of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan is the authorized body for working with orphans and providing them with living quarters, and the Ministry of Land Property of the Republic of Tatarstan is responsible for the formation and management of a special housing fund for orphans.
Since 2020, the Ministry of Land and Property of the Republic of Tatarstan has been purchasing 600 apartments annually. This year, it is planned to increase the number of purchased residential premises to 930.
In addition to the acquisition of residential premises, the following events are held annually:
- on-site inspections of purchased residential premises for compliance with their terms of reference for state contracts;
- visits to determine the need to bring residential premises into proper condition, draw up estimates, provide measures for conducting competitive procedures and concluding state contracts for repairs in residential premises released from tenants, after early termination of the rental contract due to death or a court decision to provide the following by turns to orphans;
- provision of public services for the transfer of residential premises into ownership;
- the conclusion of contracts of social hiring;
- exclusion of residential premises from the composition of the special housing fund with subsequent assignment on the right of operational management to the Department for Housing Management;
- implementation of the set of debts for housing and communal services;
- ensuring activities for holding tenders and concluding state contracts for the preparation of conclusions on the compliance of the living quarters with the requirements for it in relation to the living quarters of the special housing fund.
To date, in addition to these works, it is necessary to carry out:
- annual inspections of residential premises of the special housing fund to ensure their safety;
- calculation and appointment of a one-time cash payment to orphans;
- targeted work to reduce debt for housing and communal services.
In connection with the increased volume of work performed in terms of monitoring the proper use of special housing fund facilities by orphans, as well as in order to timely provide orphans with living quarters, a decision was made to reorganize the Republican Property Treasury.
A positive opinion on this issue was also expressed by the Center for Economic and Social Research of the Republic of Tatarstan under the Cabinet of Ministers of the Republic of Tatarstan and the Ministry of Finance of the Republic of Tatarstan.
The Ministry of Land and Property of the Republic of Tatarstan will control the reorganization process, which will last for 90 days.
In accordance with the Labor Code of the Russian Federation, guarantees and compensations will be provided to employees released as a result of the merger of the two structures.
