Inspections of state property, conducted by the Ministry of Land and Property Relations of RT in the third quarter of 2014

       For the third quarter of 2014, the Ministry of Land and Property Relations of RT (further-Ministry) conducted 30 inspections from planned 68 in 2014 on the effective use of state property and land plots, transferred to government agencies, institutions of different forms of ownership for the operational management, permanent (perpetual) use, gratuitous use and lease, including 22 inspections of the property use by government agencies.

        The inspections revealed the typical abnormalities in the audited institutions, including:

- the state property transfer to other organizations without the owner's consent;

- no registration of operational management rights (permanent (perpetual) use) of institution for real estate (land plots), which is on the balance of the organization;

- not decorated operational management rights (permanent (perpetual) use) of institutions for real estate (land) used by the organization;

- data on the certificates of operational (permanent (perpetual) use) management rights state registration of institution for real estate (land plots) do not correspond to the actual data.

        Revealed 3141.9 sq. m of unused premises and 4 automobiles out of use. The facts found the loss by the state institutions of four cars, 10 horses with total cost  1 948.0 thousand rubles and transfer of state property and land for the use to 25 legal entities without permission of the Ministry of RT.

        According inspections results, for the third quarter of 2014, materials on checks of 22 institutions will be forwarded to the Ministries of the Republic of Tatarstan, supervising audited agencies.

        In addition, in order to execute the minutes of the RT Presidential Council meeting on the Anti-Corruption from 26.03.2014, the Ministry of RT conducted monitoring and analysis of the effectiveness of the Land and Property Chamber of Elabuzhsky municipal district on the management and disposition of municipal property for the period of 2010 - I quarter of 2014.
