Council for appraisal activity - a new federal advisory assessment market regulator

 Came into operation an Order of the Ministry of Economic Development of the Russian Federation (Russian Ministry of Economic Development) from November 5, 2014 № 700 "On Approval of the Council regulation on the assessment and the provisions on its working bodies" (registered in the Ministry of Justice of RF on December 30, 2014).

 Council for appraisal activity, in fact, becomes the regulator of the assessment market at the level of the federal advisory body, with the transfer of the functions of the National Council for valuation activity and other advisory bodies, as well as new features, determined by Regulation on the Board and article 19.1 of the Federal Law "On appraisal activity".

 In particular, the Council considers public policy issues in assessment, reviews and recommends for approval the drafts of federal valuation standards, examines the SRO activities, introduces for the RF Ministry of Economic Development rules of appraisers professional ethics and the requirements for SRO to consider complaints, considers applications and petitions of SRO appraisers, drafts of normative legal acts of the Russian Federation in the field of assessment and provides recommendations for their approval.

 The Council carries out a development strategy of evaluation activity for the medium term, a continuous monitoring of valuation services market in order to timely directions adjustment of appraisal activities development in the Russian Federation, an interaction with the national association of appraisers self-regulatory organizations on the evaluation federal standards development, valuation services consumers’ proposals and other organizations on improving the methodology for assessing individual types of evaluation objects, examination of legal acts drafts in the evaluation, assessing the effectiveness of SRO disciplinary measures, constant monitoring of the commissions work on disputes on the results of cadastral value determination, making suggestions to change the assessment legal field and interaction with international organizations.

Representatives of valuation services consumers, nominated by their associations, Ministry of Economic Development, Rosreestra, appraisers self-regulatory organizations and appraisal organizations associations (which, in particular, is a non-profit partnership "Appraisers Union of the Republic of Tatarstan") will determine the "game rules" of the assessment community in the Council.

 Non-profit partnership "Appraisers Union of Republic of Tatarstan", representing the professional opinion of the republic community's assessment majority, expresses a strong interest in the effective work of the Council on the assessment and its working bodies and will provide all possible assistance to the main directions development of their activities, including through direct participation.
