The law on public control: mechanisms of implementation

The seminar was held a videoconference with representatives of public councils under the public authorities and public councils of municipalities of the Republic of Tatarstan, non-profit organizations, public authorities, as well as national, city and regional media.

 The participants noted the unconditional demand for civil society institutions of practical recommendations for the application of the law contained in the keynote speakers - an expert of the Public Chamber of the Republic of Tatarstan Ekaterina Zabeginova.

The presentation highlighted the special rights of the initiators of social control, including the possibility of monitoring, audits, examinations (the law specifically emphasizes the existence of public experts specialized professional knowledge), public discussions and hearings, and even going to court for the benefit of unlimited range persons.

At the same time, social control is designed to address global challenges, to exclude the possibility of abuse and duplication of government regulatory bodies. In order to effectively implement the mechanisms of social control requires detailed development of its rules, forms the final document - an expert opinion.

"Union of Appraisers of the Republic of Tatarstan", intends  to develop its basic rules aimed at ensuring the implementation and protection of the rights and freedoms of man and citizen, rights and lawful interests of public associations and other non-profit organizations, in collaboration with the Public Council of Ministry of land and property of the Republic of Tatarstan, given the similarity of the main areas already ongoing activities of the Partnership in particular in the Expert Advisory Board of "Union of Appraisers of the Republic of Tatarstan" and innovations of the Federal Law on public control, intends, Minzemimuschestva RT, to develop improving public confidence in the activities of the state, as well as ensuring close cooperation between the state and civil society institutions.
