Professional standard "The Expert in Estimated Activity" is approved the order of the Ministry of Labour and Social Protection of the Russian Federation

Professional standard "The Expert in Estimated Activity" is approved the order of the Ministry of Labour and Social Protection of the Russian Federation on 4th of August 2015 (It is registered in the Ministry of Justice of the Russian Federation on  27th of August,2015 N 38720).

The standard provides 4 skill levels that  correspond to 5-8 levels of the National frame of qualifications of the Russian Federation (NFQ), and also 7 directions by types of objects of an assessment (specializations): vehicles, personal estate, real estate, enterprises (business), cultural values, intellectual property, and also determination of cadastral cost.

If labor function connected with implementation of an adjustable kind of activity, the worker has to conform to the requirements established by the current legislation of the Russian Federation regulating branch activity i.e. must be the member of self-regulatory organization of appraisers.

According to the resolution of the government of the Russian Federation of 22nd of January, 2013 N 23 "About Rules of development, approval and application of professional standards" the professional standard is applied:

- employers when forming personnel policy and in human resource management, at the organization of training and personnel certification, development of duty regulations, tariffing of works, assignment of tariff categories to workers and establishment of systems of compensation taking into account features of the organization of production, work and management;

- the educational organizations of professional education when developing professional educational programs;

- when developing in accordance with the established procedure federal state educational standards of professional education.

The professional standard is based on the operating NCEA codes, including 7 new (74.90.21-74.90.26), approved by the order of Rosstandart of 31st of January,2014  No. 14-st.

At the first stage of preparation of the standard for application is provided approbation of the professional standard by employers. The non-profit partnership "Union of Appraisers of the Republic of Tatarstan" , for improvement of practice of application of the professional standard and taking into account positive experience of Committee on Education and professional training in this sphere, takes active part in approbation of the "Expert in Estimated Activity" professional standard together with Higher education institutions and the estimated organizations - partners.
