10.28.2015 Advanced meeting of the Board of NP "Union of Appraisers of the Republic of Tatarstan", with the participation of members of the Committee on Education and Training and the Expert Advisory Board, was devoted to discussion of the most topical issues of valuation activities, interaction with authorities, public and community-oriented activities, inter-regional cooperation.
During the discussion about the participation of the Partnership in the adaptation of the recently adopted professional standard "Specialist in appraisal activity" were heard suggestions of Neelia Muhamethanova (IEML), Naila Yakupova (KFU), Elmira Muginova (TISBI) Partnership President Andrew Lisichkin about the implementation of the standard, together with educational institutions in organizations - members of the Union of Appraisers of the Republic of Tatarstan, the adjustment programs of training and retraining of appraisers, developing a single form of jobs and an evaluation report for the students and graduates, the need for clarifications and additions to the accepted standard, the format of participation in the Partnership of its adaptation.
On this issue will be held separate meetings of specialized committees and submitted appeal to the Ministry of Economic Development and the Ministry of Labor and expert associations.
Within the framework of cooperation of the Union of Appraisers of the Republic of Tatarstan with the authorities prepared and approved proposals for the participation of members of the Expert Advisory Board and experts of the member organizations of the Partnership in forensics.
The meeting was informed by the Chairman of the Board RB of RSA "Society of Appraisers of the Republic of Tatarstan" Dmitriy Zahmatov about the upcoming series of meetings with the appraisers of the Khabarovsk region, representing the five regions of the country. Previously, they had been highly appreciated by the positive experience of NP "Union of Appraisers of the Republic of Tatarstan" in the field of evaluation and consolidation of the business community, the interaction with the structures of power, and in the community-oriented activities. A decision on the drafting of the relevant inter-regional co-operation agreements in the relevant areas and joint development of socially-oriented programs was made. Dmitry Zahmatov also told about planned events of the Russian Society of Appraisers in the near future.
Members of the Board Farid Musin (MLP RT) and President of NP Andrew Lisichkin made with information about the formation of the new composition of the Public Chamber of the Republic of Tatarstan non-profit organizations need to be actively involved in this process, taking into account important social activities of the Partnership and its members, ensuring the rights and interests of civil society and professional business community. Following the discussion the Board adopted an appropriate decision to send proposals to the State Council of the Republic of Tatarstan and the Public Chamber of the Republic of Tatarstan.
At the end of the meeting Head of appreising department of MLP RT Larisa Shvetsova spoke with information on the harmonization of property transactions, including evaluation reports in the towns and districts of the republic. She pointed to the continued low level of submissions, sounded a list of municipalities with the absolute inconsistency of transactions, a significant underestimation of the cost of a permanent lease or sale of municipal property (land). Decisions were taken to address these issues at a meeting of the Expert Advisory Board of the Partnership, promote the preparation of complaints and appeals to self-regulatory organizations, which are made by unscrupulous appraisers continue joint work in this direction with anti-corruption and law-enforcement authorities, ensuring, at the same time, protection of business reputation, legal professional rights and interests of members of the Union of Appraisers of the Republic of Tatarstan.
Asset Partnership were also presented and approved proposals for the format of the events dedicated to the professional holiday - the Day of the evaluator (27 of November)
