Analyzing the situation in this area, the working group noted that the republic attaches great importance to the solution of social problems of orphans and children left without parental care. However, according to the deputy of the Parliament of the Republic of Tatarstan, in the cities and municipalities the question of regulation of the relationship between this category of children and housing and communal services, associated primarily with debt to pay for utilities are extremely acute. Subjecting sharply criticized representatives of the executive committees of municipalities and republican ministries and departments of the slowness and lack of consistency in the actions, Tatiana Larionova required them to take immediate measures to remedy the situation.
