He cited the following data: in 2015 29 673 notifications was registered in the system – it is 38 percent more than in 2014. "A huge figure, which shows the degree of public confidence in the system," - said the Prime Minister of Tatarstan.
The amount of outstanding applications in system has increased to 73 percent (for comparison: in 2014 - 69 percent). "As we have said, the system does not initially assumed that 100 percent of the notifications will be addressed by a number of reasons. Somewhere unreasonable requests, some issues require more time to solve or large attachments. I think we can achieve the target of 75 percent and not stay below this figure, "- commented the head of Tatarstan Government. "A great assistance in solving problems gave presidential programs that are implemented by the Ministry of Construction, Architecture and Housing of Tatarstan, the Ministry of Transport and Roads of the Republic of Tatarstan. Commissioner for Human Rights in the Republic of Tatarstan, the co-chairman of the interdepartmental commission on the functioning of the "People's control" system Saria Saburskaya also noted an increase in requests to the SIS. She reported that 21 669 notifications is addressed, work by almost 6.2 thousand is planned, a reasoned refusal on more than 1.5 thousand are given, and about 300 are in operation.
According to S.Saburskaya, the number of unresolved notifications grows. "In the whole country in the course of continuous monitoring we weekly return to the work of about 50 notifications - due to the lack of control over the execution of works, unjustified awarding the status of" Motivated refusal "and" planned "without solving the problems of citizens, pulling and repeated postponement of consideration "- she said.
Saburskaya also resulted in the following data: for the I-st quarter of this year, the number of scheduled notifications increased to 8267 applications. That's 45 percent more than the same period last year.
Also, for the I-st quarter of 2016 the number of published notices has increased compared to the same period in 2015 by 71 percent.
According to the Ombudsman, the highest percentage of returned notices which are not settled in time have Vysokogorsky district (29 percent), Tukaevsky district (26), Zelenodolsky district (22) and Chistopolsky district (18) areas. In Kazan, the figure is 13 percent.
Commissioner for Human Rights in the Republic of Tatarstan drew attention to the fact that applicants can return their applications too.
According to her, the largest number of returns last year occurred in the category of health centers and hospitals - 22 percent (142 notifications returned from 630)." She also gave an example, when a resident of Kazan complained about the inability to get to a medical examination by a neurologist and an eye doctor for a medical examination of the minor child in a municipal children's clinical hospital №7,when pediatrician offices offered to apply to private clinics. According to acting, some applications in "Clinics and hospitals" category of the "People's control" system due to lack of awareness among citizens about the scope and terms of medical care, including waiting times, diagnostic studies. "Monitoring of the websites of medical organizations, conducted the Ombudsman for Human Rights in the Republic of Tatarstan in December 2015, showed that the violations of the citizens awareness are systemic in nature," - she said.
During her speech, the Ombudsman said that also a large number of returns has a category of "Accessible Environment" - 19 percent of the notifications.
Saburskaya recalled that last year in SIS "Public control" additional categories, relating to the protection of labor rights have been introduced: "Violation of occupational safety and health requirements", "Hidden forms of remuneration" and "non-discharge of labor relations." Commissioner for Human Rights in the Republic of Tatarstan noted that these categories are not yet widespread. "But even a few notices on this subject draw attention to themselves", - she stated.
"There remain issues of mass default notifications so important for most categories of the population, as the" Traffic "and" Landscaping. " As of December 31, 2239 and 2156 notices respectively remained unresolved in these categories with the status "planned".
