The results of the meeting of the Expert Advisory Board of the Union of Appraisers of the Republic of Tatarstan

At the next meeting of the Expert Advisory Board of the Union of Appraisers of the Republic of Tatarstan with participation of leading experts of the Republic of Self-regulated organizations - Board members and invited experts of the Ministry of land and property of the Republic of Tatarstan were considered treatments of the Partnership members and authorities, and a number of important issues affecting the interests of the appraisal community.

   In particular, was considered the complaint of member of the Partnership on the actions of the auction committee of the Chamber of Land and Property of one of the municipal districts of the republic. In regard to similar requests and in addition to the response to the applicant, it was decided to send suggestions and recommendations on the reflection of the requirements for implementing of appraisal works in the documentation of public procurement for clarification organizers of trading to the Ministry of land and property of the Republic of Tatarstan.

    When considering the appeal of the Ministry of Land and Property of the Republic of Tatarstan about the examination of the case materials and project of professional opinion on this issue, it was noted that a person who has given conclusion, does not possess specialized knowledge in the field of appraising activitiy. The applicant was invited to submit appropriate proposals in the judicial authorities, in particular, the feasibility of bringing of SRO’s experts who have passed the appropriate qualifying examination and having specific legislation on the right to the examination of evaluation reports.

   In order to familiarize the members of the Expert Advisory Board has been reviewed and substantially supported the draft resolution of the State Council of the Republic of Tatarstan on the budget, taxes and finance "About the implementation of the tax legislation of the property of physical and legal entities based on the cadastral value, as well as on cadastral registration problems." Taking into account the active work of the representatives of the Union of Appraisers of the Republic of Tatarstan in the profile institutions of the Council on the evaluation activities of the Russian Federation Ministry of Economic Development, it was suggested to apply to the legislative body of the republic to attract experts and to use of the Partnership practices in addressing issues of appraising activities.
