The Federal law dated 03.07.2016 № 321-FZ "On Amendments to Certain Legislative Acts of the Russian Federation on the procurement of goods, works and services for state and municipal needs and the needs of specific types of legal entities"

  On January 1, 2017 shall come into force the Federal law dated 03.07.2016 № 321-FZ "On Amendments to Certain Legislative Acts of the Russian Federation on the procurement of goods, works and services for state and municipal needs and the needs of specific types of legal entities" ( hereinafter - Federal law).

      The federal law is aimed at ensuring transparency of the procurements of state and municipal unitary enterprises, increase of competition and the efficiency of budget spending.

      Currently, state and municipal unitary enterprises have been carrying out procurements in accordance with the Federal Law "On procurement of goods, works and services of certain kinds of legal entities". The federal law since January 1, 2017 aims to spread of the Russian legislation on the contract system in the procurement of goods, works and services for state and municipal needs for the purchases of these unitary enterprises, except for those purchases that are made by them at the expense of grants, and in order to attract third parties to perform such a state or municipal contract concluded by unitary enterprise, except situations, when such company is determined as only performer of corresponding purchases on the basis of a decree or order of the Russian President, decree or order of the Russian Federation.
