Rustam Minnikhanov held the meeting devoted to results of execution of the consolidated budget of the Republic of Tatastan in nine months of 2016

The budget of Tatarstan for 2017 is introduced by the President of the Republic of Tatarstan according to the income – 166,8 billion rubles, expenses – 174,4 billion rubles, with deficit – 7,6 billion rubles. About it the Minister of Finance of the republic Radik Gayzatullin reported today at a republican meeting about results of execution of the consolidated budget of the Republic of Tatarstan in nine months of 2016.

The meeting took place under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov. Also the Prime minister of the Republic of Tatarstan Ildar Halikov took part in work.

"The budget statement doesn't contain federal funds in connection with postponement of introduction of the federal budget for the end of October. It is planned to the second reading", – the speaker explained.

R. Gayzatullin specified that when forming the budget for 2017-2019 according to the income for 2017 the oil price in 40 dollars for barrel, dollar exchange rate – 65 rubles, inflation – 4,9 percent is used.

As the Minister of Finance of the Republic of Tatarstan told, in the consolidated budget of the Republic of Tatarstan in nine months arrived the tax and non-tax income in the amount of 164,9 billion rubles. In the budget of the republic – 136,7 billion rubles.

In the Tatarstan budget the income tax is mobilized of 53,7 billion rubles. The income tax arrived in the consolidated budget in the amount of 44,8 billion rubles, from them in the budget of the republic – 31,2 billion rubles, in local budgets – 13,6 billion rubles.

According to R. Gayzatullin, expenses of the consolidated budget of the Republic of Tatarstan constituted 169 billion rubles, the budget of the republic – 145,6 billion rubles. The interbudget transfers are allocated to local budgets timely of 26,7 billion rubles, he emphasized.

"In nine months of the current year republican organizations gained income from off-budget activities in the amount of 5,1 billion rubles, local government offices – 1,5 billion rubles. These indicators exceed amounts of last year", – the speaker noted.

According to the minister, as of October 1 the public debt constituted 95,1 billion rubles and increased in comparison with the beginning of year by 3,8 billion rubles. The surplus of a debt came due to attraction of additional budget credits from the federal budget – 3,5 billion rubles. The amount of liabilities on the state guarantees of Tatarstan because of change in the exchange rate of ruble increased by 0,3 billion rubles. From the total amount of a national debt (95,1 billion rubles) 66,9 billion rubles, or 70 percent, is the re-structured debt on a long-term basis constitutes (till 2023).

The chief of the department of Federal Tax Service of Russia in the Republic of Tatarstan Marat Safiullin reported that receipt of tax payments in the budget of Tatarstan in nine months of the current year decreased in comparison with the corresponding period of 2015 by 2,1 percent, or almost for 7 billion rubles.

As the speaker explained, negative impact on dynamics of receipts is exerted by a severance tax which as a result of drop in oil prices by 1,4 times decreased almost by 19 percent. At the same time, according to him, in the consolidated budget of Tatarstan payments increased more than for 6 percent, generally at the expense of an income tax and excises.

"Receipt of the income tax in the budget of the republic decreased by January – September of 2015 by 5,5 percent. It is caused by reducing for 18 percent of a tax base for the first half of the year, and also decrease in payments in the third quarter on a number of the largest organizations which are monthly estimating and paying a tax proceeding from actually got profit. Considerable impact on decrease in a tax base was exerted by use by payers of the right to reduction of the got current profit which is saved up by losses of last years. In total over 41 billion rubles of earlier accumulated losses were written off that is almost six times more, than last year. The amount of the loss estimated in case of the taxation increased to the first quarter of the current year for 12 billion rubles, or by one and a half times, having constituted 35 billion rubles for July 1", – M. Safiullin told.

As the head of DoFTS in the Republic of Tatarstan told, for October 1 in insolvency proceeding there are 689 organizations – it is 14 percent more, than for the beginning of year. Also the number of bankrupts among citizens and individual entrepreneurs grows. So, for October 1 their number constituted 535 people that is almost seven times more, than for the beginning of year.

Speaking about the overpayment on the income tax arriving in the republican budget, M. Safiullin noted that for October 1 it is constituted 6,3 billion rubles and decreased for the third quarter more than by one billion rubles.

The income tax which receipt increased by January – September more than for 11 percent in case of growth of the average monthly salary by 7,5 percent became one of engines of growth of the tax income in the consolidated budget of Tatarstan in the current year, according to the speaker.

Also the head of DoFTS in the Republic of Tatarstan reported that for 2015 the amount of the assessed taxes accrued by citizens constituted over 6 billion rubles. Citizens of Tatarstan shall pay the assessed taxes 2 million 58 thousand today.

According to M. Safiullin, it was succeeded not to allow growth of tax debt in the consolidated budget of the republic. "Decrease by the beginning of year constituted 276 million rubles, however the outstanding amount remains over 7 billion rubles", – he specified.

"In July – September work with 4,5 thousand debtors as a result of which in the consolidated budget of the republic debts in the amount more than 1 billion rubles arrived is carried out", – the speaker concluded.
