The bill "About the Budget of the Republic of Tatarstan for 2017 and for Planning Period of 2018 and 2019" is adopted in the first reading

Today the 22nd meeting of the State Council of the Republic of Tatarstan of the fifth convocation took place. The President of the Republic of Tatarstan Rustam Minnikhanov participated in a meeting.

Among other questions of the agenda deputies by a majority vote adopted the bill "About the Budget of the Republic of Tatarstan for 2017 and for Planning Period of 2018 and 2019" in the first reading.

The forecast of social and economic development of the Republic of Tatarstan was provided by the Minister of Economic Affairs of the Republic of Tatarstan Artem Zdunov. The Minister of Finance of the Republic of Tatarstan Radik Gayzatullin informed of the budget statement of the Republic of Tatarstan for 2017.

Budget revenues of the Republic of Tatarstan are planned for 2017 in the amount of 166,8 billion rubles that in comparison with initial planned targets of 2016 is 3,9 percent more. For 2018 – 172,2 billion rubles, for 2019 – 176 billion rubles.

Expenses of the republican budget for the next year are planned of 174,4 billion rubles – in comparison with the current year 4,8 percent more. For 2018 – 186 billion rubles, for 2019 – 191,1 billion rubles.

Budget deficit of the Republic of Tatarstan for 2017 is expected in the amount of 7,6 billion rubles, for 2018 – 13,5 billion rubles, for 2019 – 15,1 billion rubles.

"The budget for 2017 is created tough, but socially oriented", – the chairman of Committee of the State Council of the Republic of Tatarstan on the budget, taxes and finance Leonid Yakunin emphasized. He noted that amendments to the bill are adopted till November 12.

"The budget statement of the republic provided by the President of Tatarstan for 2017 is approved in conditions when not all deflators and amounts of subsidies which we have the right to receive are determined. I believe that to the second reading there will be serious amendments to the project. All of us understand that the budget is rather difficult, as well as federal. And budgets of the Russian subjects are difficult, – the Chairman of the State Council of the Republic of Tatarstan Farid Mukhametshin told. – We expect many changes, and there is a wish to believe that most of them will be in the party expected by us – regarding reducing the budget deficit, participation of the republic in many social projects of federal scale, according to state programs, etc. It will allow to support seriously a part of projects of a social orientation which the President of the republic told in the annual message to the State Council".

According to the head of the Parliament of the Republic of Tatarstan, committees of the State Council, analyzing the provided budget and the forecast of social and economic development, were guided by Strategy-2030. "Compared the figures pledged in strategy with the budget statement. To tell that for 100 percent everything matches, so to deceive itself. But in speeches of ministers sounded that parameters for achievement of resulting effects by 2030, certainly, are accepted taking into account features of the Russian economy", – he declared.

In conclusion of discussion of the bill Farid Mukhametshin reported that closer to the end of a current month it is planned to consider the main indicators of the budget with the Ministry of Finance of the Republic of Tatarstan. "When all target figures will arrive from the federal center, it is planned to calculate the main indicators and to arrange them in the form of amendments. Then the project will be discussed again by committees and considered already in the second reading", – he concluded.
