The meeting on reducing the tax debt in the consolidated budget of the Republic of Tatarstan took place in the Government house of the Republic of Tatarstan

The meeting on implementation of actions for reducing the tax debt in the consolidated budget of the Republic of Tatarstan and development of system of training of personnel for key industries of economy of the republic with use of the «Vorldskills» standards was held yesterday by the President of the Republic of Tatarstan Rustam Minnikhanov.

The meeting took place in the Government house of the Republic of Tatarstan. The Minister of Land and Property of the Republic of Tatarstan Azat Hamayev took part in it.

Representatives of municipalities on places took part in the video conferencing mode in a meeting.

Opening a meeting, Rustam Minnikhanov reminded that as of January 1, 2017 the tax debt in the consolidated budget of the Republic of Tatarstan constituted 8,18 billion rubles whereas for January 1, 2016 – 7,34 billion rubles, thus, growth of debt constituted about 833 million rubles.

Besides, the amount of a shortage constitutes about 4,5 billion rubles for January 1, 2017.

By types of economic activity the outstanding amount in the consolidated budget (8,18 billion rubles) is distributed as follows: the Ministry of industry and trade of the Republic of Tatarstan – 1,88 billion rubles, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan – 1,27 billion rubles, the Ministry of Agriculture and Food of the Republic of Tatarstan – 548 million rubles, etc.

The president of the Republic of Tatarstan also noted that by municipalities the outstanding amount is distributed so: the greatest debt – 1,06 billion rubles – is the share of Kazan; Naberezhnye Chelny – 976 million rubles, Nizhnekamsk – 500 million rubles, Almetyevsk – 453 million rubles, etc.

In debt collecting questions in the consolidated budget of the republic, power support, active work of law-enforcement structures is necessary, Rustam Minnikhanov considers. In general these processes are influenced by such factors as a difficult economic country situation, in the bank sphere, in credit systems.

More detailed report was made by the chief of the department of Federal Tax Service in the Republic of Tatarstan Marat Safiullin. He, in particular, reminded that for reducing the tax debt in the consolidated budget of the republic in 2016 the interdepartmental commission on implementation of actions for reducing the tax debt in the consolidated budget was created.

As of January 1, 2017, 780 commission sessions were held, 7003 debtors are heard. At the same time it is extinguished debts on the amount of 1,69 billion rubles (3560 debtors).

In general in an outstanding amount on taxes in the consolidated budget the greatest specific weight is occupied by the assessed taxes of physical persons (36%), an income tax (23%), the income tax (20%).

At the same time Marat Safiullin emphasized that Tatarstan showed the high level of a collecting of the assessed taxes of physical persons. So, as of January 1, 2017 it was added the property taxes of physical persons of 5,9 billion rubles, from them 5,1 billion rubles, or 87% are collected.

The chief of the department of Federal Tax Service in the Republic of Tatarstan reported about growth of insolvency proceedings. As of January 1, 2017, 1360 bankruptcies, including 613 bankruptcies of physical persons are fixed (for January 1, 2016 – 683 bankruptcies, including 8 physical persons).

The short report on a situation was also made by the deputy prime minister of the Republic of Tatarstan - the chief of staff of Cabinet of the Republic of Tatarstan Shamil Gafarov.

Rustam Minnikhanov during the meeting suggested to carry out monitoring of activities of arbitration managers in the republic. It is necessary to understand how arbitration managers work, he told, who will be potential bankrupt in the near future.

As Rustam Minnikhanov declared, today it is very important to lift prestige of working professions to high level. We shall speak about our culinary specialists, hairdressers, welders, about workers of petrochemical productions the same as we speak about the athletes who won high awards it was prestigious to have working specialty today. For this purpose in the republic serious steps in this direction are taken, the entity – the resource center – the profile ministry" is created a bow ".
