Those Russians who else rent apartment at the state under the agreement of social hiring had last chance to register it under the ownership absolutely free of charge - until the end of the program for privatization of housing in Russia there was only a month.
The last date of filing of application - February 28, 2017. But it isn't excluded that this rule will work not for all. The program for free registration of housing in property is wanted to be extended for three categories of citizens. The State Duma adopted the bill with such offer in the first reading last week.
The first category - residents of the Crimea and Sevastopol where yet inventory count of a housing stock didn't end. The second - residents of emergency houses who are forbidden to privatize dangerous apartments today (but there is a chance to register the new apartment under the ownership). The third - the orphan children who owing to age weren't to receive housing from the state in time. And also those at whom the duration of the agreement of hiring of the specialized premises provided to them didn't terminate. The first two groups will be able to receive square meters in property till 2020, for orphans it is planned to provide the termless right to privatization.
Let's remind, free privatization of housing in Russia was started in 1992. It is the program unique in essence which analogs aren't present around the world. It was expected to be finished in 2007 with adoption of the new Housing code, but after that completion the program was repeatedly postponed. Last year the line item of the government on this matter was designated by the Prime minister Dmitry Medvedev, having declared that free privatization can't be prolonged infinitely. Otherwise in the country there will never be neither rent housing, nor a temporary public housing where it would be possible to move quickly the victims of technogenic catastrophes or natural disasters.
And why to prolong the program? All who wanted to register housing under the ownership made it for a long time. In twenty four years housing was privatized by more than 30,6 million people, and now in private hands there are 93 percent of a dwelling stock of Russia. In one country of the world there are no so many own apartments! It is natural that the State Duma rejected directly four alternative bills which offered to extend free transfer of premises to property for all categories of citizens.
The homeowner acquires the right to sell it, to present or bequeath. However it has directly also obligations - to annually pay the property tax and to make contributions for capital repairs.
