The Board meeting of NP Union of Appraisers of the Republic of Tatarstan

The board meeting of Non-profit partnership (Partnership) "Union of Appraisers of the Republic of Tatarstan" has opened on March 9 with the solemn moment of signing of the Cooperation agreement and interaction of Partnership and the self-regulatory organization "Association of Cadastral Engineers of the Volga Region" presented by the executive director Vadim Savelyev. The director of SRO has answered questions of board members of Partnership, has told about the work preceding conclusion of agreement and the directions of further joint activity. By him it has been emphasized that the Association had already included 1360 members representing nearly ten regions of the Volga region federal district, but the Republic of Tatarstan remains the center of professional activity that assumes development of interaction with the profile republican organizations. Signing the Agreement, the partnership President Andrey Lisichkin has expressed confidence that the accepted document will serve ensuring transparency, publicity, fairness and increase in an anti-corruption component during the forming, placement and execution of the state order and providing the state services. The board member of the Union of appraisers of the Republic of Tatarstan, the deputy minister, Farit Musin has noted that within public-private partnership both non-profit organizations actively cooperate both with professional community, and with authorities for consolidation of efforts on improvement of quality of work in the real estate market, ensuring the rights and interests of citizens and businessmen, development of social business. Partnership board members have earlier also unanimously approved the signed document.

    The board has approved the list of documents to the general annual meeting on 16.03.2017, including the draft of the estimate (the financial plan) of partnership for 2017, has made the decision on admission of individual entrepreneur Galiyev I.R. (urban settlement Kukmor)to membership of NP Union of Appraisers of the Republic of Tatarstan. Considering a grace period in the run-up to the anniversary, again accepted member of partnership is exempted from an entrance fee and uses a number of preferences in the professional sphere.

   The last question of a board meeting which was discussed also at the subsequent meeting of Expert and consulting council, has caused a heated debate of participants. In particular, the question of the conclusions of judicial experts - members of Partnership, was discussed according to the materials presented by division of the Ministry of land and property of the Republic of Tatarstan in the sphere of determination of cadastral cost. Taking into account the drawn conclusions the decision on subject discussion of a question with the interested representatives of public authority is made during a round table with participation of expanded structure from appraisal community.

At a meeting of Expert and consulting council the professional opinion according to the report on determination of market value of the uninhabited building and the land plot, located in the Nizhnekamsky municipal district of the Republic of Tatarstan (urban settlement Kamskiye Polyany)has also been considered and approved. According to experts, the report doesn't conform to requirements of the current legislation and standards of an appraisal. Conclusions of Expert and consulting council will be sent to authorities of municipality and to the appraiser who is planned to be invited to the next meeting of Council. The president of partnership, Andrey Lisichkin, the Chairman of the board Dmitry Zakhmatov have emphasized complexity of work with the appraisal organizations which aren't consisting in the partnership again and have stated a number of offers on appeals to SRO on actions of unfair appraisers.
