The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of the inventory of unused real estate in the Republic of Tatarstan today at a meeting in the Government House of the Republic of Tatarstan.

The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin took part in the meeting.

Thus, the Ministry of Land Property of the Republic of Tatarstan together with branch ministries and heads of municipalities carry out measures for the inventory of unused state-owned and municipal property. Currently, 783 unused real estate properties with an area of more than 240 thousand square meters have been identified. m in municipal ownership, 205 unused real estate with an area of more than 100 thousand square meters are in republican ownership.

As the head of the Ministry of land and property of the Republic of Tatarstan noted in his report, the objects are distributed in 4 groups.

The first group is “construction in progress”. In this group, 19 objects were identified in municipal ownership, 2 objects are in state ownership on the balance sheet of institutions.

The next group is “unused facilities necessary for the development of the industry”. As the minister explained, this group includes objects that are not used by the balance holders because they are in unsatisfactory condition. But at the same time, the use of facilities is possible after additional capital costs for repairs. In this group, 270 objects in municipal ownership were identified, 48 objects in state ownership.

In the group of “idle objects suitable for use in other industries”, 340 objects in municipal ownership and 94 objects in state ownership were identified.

The group “idle objects in emergency condition” contains objects that are not suitable for further use and are subject to decommissioning; 154 objects in municipal ownership and 61 objects in state ownership were identified here.

As the Minister noted, out of all the 205 state facilities listed, 65% (or 133 facilities) are facilities of the Ministry of Health of the Republic of Tatarstan. The analysis shows that most of them were released as a result of the construction of new facilities or lack of proper maintenance.

The Minister of Land and Property of the Republic of Tatarstan also emphasized that most of the unused health facilities located in the districts are separate rooms in the buildings of medical institutions. Taking into account the specific requirements for the functioning of healthcare institutions, he called on unused premises to be kept on balance and to work out the issue of optimizing the use of space.

Fanil Agliullin expressed concern about the issue of involving unused property in economic turnover, since its redistribution between municipalities and authorities does not produce tangible results, the public posting of information also did not find a response among the business community.

As a preventive measure, the minister suggested that before starting construction planning, an analysis of unused facilities be carried out for the possibility of major repairs or reconstruction. And he noted the appropriateness of applying an integrated phased approach. This is including the redistribution of state (municipal) property between executive authorities, institutions and enterprises; conclusion of concession agreements, application of the mechanism of public-private partnerships or inclusion in the list of state (municipal) property free from the rights of third parties and intended to be provided to SMEs; an increase in renewable and non-renewable income (tendering for leasing, gratuitous use, trust management, sale at auction, depositing into the authorized capital); cancellation.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of the inventory of real estate for which there are no registered rights at a republican meeting in the Government House of the Republic of Tatarstan.

The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. Tatarstan Prime Minister Alexei Pesoshin took part in the work.

Fanil Agliullin said that to date, information has been collected on almost all settlements. However, according to the results of a detailed analysis of the information presented, it was found that a significant part of the information on real estate was not completed. Based on this, a more accurate calculation was made on the basis of the examined real estate objects.

Fanil Agliullin noted that there are areas in which inventory work is practically not carried out, and in a number of municipalities the inventory is being delayed. The minister called on municipalities to step up work in this direction.

The Head of the Ministry of Land and Property of the Republic of Tatarstan designated the main groups of objects for which there are no registered rights. These are ownerless, abandoned real estate; objects that have previously arisen rights; objects at the stage of registration of rights; real estate owned by citizens who do not draw up documents for no apparent reason; land plots under objects of federal, regional or municipal property and others.

Fanil Agliullin in the report also said that the Ministry is working to improve legislation in this area. He noted that during the inventory, cases were revealed when citizens did not have documents of title to land and to a residential building, which is the only place of residence. In this regard, the Ministry has developed a bill providing for the possibility of free provision of land in the ownership of citizens.

Fanil Agliullin also informed that the Ministry of Finance of the Russian Federation supported the initiative of the Ministry of Land and Property of the Republic of Tatarstan to amend the Tax Code of the Russian Federation regarding the exemption of individuals from paying state fees for registration of previously arisen rights. The proposal will be taken into account as part of the ongoing work to improve Chapter 25.3 “State Fees” of the Tax Code of the Russian Federation.
