The President of the Republic of Tatarstan, Rustam Minnikhanov, held a regular meeting of the interdepartmental Commission on urban development in historic settlements. Assistant of the President of the Republic of Tatarstan Olesya Baltusova, Mayor of Kazan Ilsur Metshin, Chief Architect of Kazan Ilsiyar Tukhvatullina took part in the work of the commission. Permanent members of the commission, members of the architectural community and heads of departments, including the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin, worked in the video conferencing mode.
The commission considered 11 facilities whose construction is planned in Kazan, as well as 2 facilities that will be located on the territory of the island-city of Sviyazhsk. As noted by Ilsiyar Tukhvatullina, as part of the development of the concept of sustainable development of the center of Kazan, these projects are already being tested. Developers are regularly advised in the mode of Zoom-conferences held under the chief architect of the city with the participation of the project team on the sustainable development of the historical settlement of Kazan, Oleg Maklakov. Today, objects that have already passed such consultations were submitted to the commission for consideration.
Commenting on the objects presented in Kazan, Rustam Minnikhanov noted that work on creating the concept of sustainable development of the historical settlement of Kazan is already yielding results, and there is hope that the new buildings will not spoil the historical appearance of the capital of Tatarstan.
The regulation proposed by the concept of sustainable development of a historical settlement should be applied in the future, as the most convenient tool to date for regulating the process of preserving the holistic look of the center of Kazan.
The first object submitted to the President was a residential complex at the intersection of Pavlyukhin and Chaliapin streets. The commission submitted the draft as a whole approved. Rustam Minnikhanov urged to pay special attention to the appearance of the building, which should correspond to the surrounding buildings.
Then, for consideration by the commission, they submitted a draft of an administrative building on Tukay street. After reviewing the draft, the commission decided to approve this application.
The next object of consideration was the office building on Gogol Street, 8. The project for the reconstruction of this object has already been submitted by the Commission under the President of the Republic of Tatarstan, but was rejected. This is a valuable city-forming object as part of the protection of the historical settlement of Kazan, and it was recommended to work with it more carefully. At the second review, Rustam Minnikhanov recommended rejecting the new version and re-working it.
