On January 1, 2019, Federal Law No. 217-FZ dated July 29, 2017 “On citizens' maintenance of horticulture and gardening for their own needs and on amending certain legislative acts of the Russian Federation” entered into force. In this regard, the media began to appear messages about the mandatory registration of the rights of citizens to greenhouses. The Ministry of Land and Property of the Republic of Tatarstan reports that real estate and capital construction objects, as well as outbuildings and garages can be located on the garden plot of land. Greenhouses are household buildings and may be temporary, that is, non-capital buildings. Construction of capital construction objects is prohibited on the garden plot. The state registration of rights to greenhouses is carried out at the request of the persons who created them, and only on condition that these objects correspond to the real estate signs. At the same time, the legislation of the Russian Federation does not provide for the obligations of persons on the implementation of state registration of rights to greenhouses and liability for non-compliance with these procedures. This position is also expressed in the letter of the Ministry of Economic Development of the Russian Federation of 03.06.2019 No. 17646-VA / D23i.
Yesterday, the meeting of the attestation commission of the Ministry of Land and Property of Republic of Tatarstan on certification of 8 civil servants for compliance with the positions held in the civil service was held under the chairmanship of Eduard Diyarov’s chairmanship.
According to the general opinion of the members of the attestation commission, all state civil servants are well aware of the regulatory documents and official regulations, they answered questions professionally and convincingly.
According to the results of a unanimous vote of the attestation commission, all certified employees correspond to their positions.
Pursuant to the instruction of the Prime Minister of the Republic of Tatarstan A.V. Pesoshin, the meeting under the chairmanship of First Deputy Minister Artur Galiyev with the participation of representatives of the Committee of the Republic of Tatarstan for the Protection of Cultural Heritage Sites, the Investment Development Agency of the Republic of Tatarstan and the investor a building with an area of 914.3 sq. m with cadastral number 16: 50: 090513: 94, located at the address: Republic of Tatarstan, Kirovsky District, 25th October Street, 5, was held on June 5, 2019.
The object is owned by the Republic of Tatarstan and is an identified object of cultural heritage. Currently, the building is in unsatisfactory condition and requires major repairs.
During the meeting, in order to reconstruct the property, the meeting participants were invited to consider options for its further use.
Following the meeting, a decision was made on the need for the Investment Development Agency of the Republic of Tatarstan, together with the investor, to work out issues on the possibility of concluding an agreement on this object as part of a public-private partnership or concluding a concession agreement.
On June 3, 2019, the meeting in the form of videoconferencing with representatives of municipalities to review the financial and economic activities of municipal unitary enterprises for 2018 and 1st quarter of 2019 was held under the chairmanship of the Deputy Minister of Land and Property of the Republic of Tatarstan Eduard Diyarov.
At the end of 2018, 162 municipal unitary enterprises (h.a.-MUE) were registered in the republic, of which 115 are active; at the end of the first quarter of 2019, 160 MUE’s were registered, of which 115 are valid.
According to the analysis of accounting (financial) statements, the number of unprofitable enterprises at the end of 2018 was 47, which is 41% of the total number of existing MUE, at the end of the 1st quarter of 2019 it was 62 MUE (54%).
According to the results of 2018, 50 enterprises were loaned out, which is 43% of the total number of operating MUE, for the 1st quarter of 2019 it was 48 MUE (42%).
The meeting reviewed the financial and economic activities of the two most unprofitable municipal unitary enterprises: «Svetservis» of the Almetyevsky municipal district and «Gorelektrotransport» of the Nizhnekamsky municipal district. Considered the causes of unprofitable enterprises.
Following the meeting, recommendations were given to the municipalities for a more detailed study of the quarterly accounting (financial) statements of municipal unitary enterprises at balance sheet commissions to prevent bankruptcy.
The Ministry of Land and Property of the Republic of Tatarstan, together with the sectoral ministries, has taken measures to inventory unused real estate objects located in the Republic of Tatarstan. According to the results of the work performed, 60 unused real estate objects were identified.

According to the information of the specialists of the department of economics of the Ministry of May 31, 2019, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 188.9 million rubles. On May 31, 2019 the Ministry of Land and Property of the Republic of Tatarstan, held a videoconference meeting on the maintenance and protection of cemeteries, chaired by the First Deputy Minister Artur Galiev. At the meeting with representatives of the Office of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, the Association Council of Municipalities of the Republic of Tatarstan, municipal districts of the Republic of Tatarstan, the most pressing problems of registration of land with burial sites.
There are more than 3,500 cemeteries on the territory of the republic, of which about 800 are located on agricultural land.
According to the instructions of the President of the Republic of Tatarstan R.N.Minnikhanov, local governments are instructed to issue and bring the sites under cemeteries into the appropriate category.
During the meeting, it was noted that in some areas the work on the design of cemeteries was organized at a high level. The work on changing the category of plots in the Buinsky district was completed in full. In Menzelinsky, Sabinsky, Tukaevsky, Apastovsky districts - at the final stage.
When conducting a detailed inventory of the cemeteries of several districts, the Ministry of Land and Property of Republic of Tatarstan revealed discrepancies in the reports submitted by local authorities in 2017-2018.
Following the meeting, local governments were advised on the need for a detailed analysis of cemeteries.
Starting next week, the Ministry of Land Property of the Republic of Tatarstan, together with six districts, will begin work on a reconciliation of the analysis.

Today, a meeting of the Presidium of the Council of municipalities of the Republic of Tatarstan was held under the chairmanship of the Association of the Council of municipalities of the Republic of Tatarstan, Ekzam Gubaidullin. The Presidium of the Council of municipalities of the Republic of Tatarstan reviewed a number of topical issues of the activities of municipalities, including the progress of the implementation of the Plan of joint activities of state authorities and local governments of the Republic of Tatarstan following the XIII Congress of the Association “Council of municipalities of the Republic of Tatarstan”, on the implementation of the legislation of the Republic of Tatarstan on the state languages of the Republic of Tatarstan on the progress of work on the implementation legislation requirements for territorial planning documents, on the work of post offices.
On the issue of including additional indicators in agreements between the Cabinet of Ministers of the Republic of Tatarstan, the Council of Municipalities of the Republic of Tatarstan and municipal districts (urban districts) of the Republic of Tatarstan, approved by resolution of the Cabinet of Ministers of April 22, 2015 No. 275, First Deputy Minister Artur Galiyev spoke.
He informed the meeting participants about the current situation in three areas of municipal activity: the provision of land to large families, registration of unclaimed land shares in municipal ownership and the sale of municipal property in electronic trading. For each of these areas, threshold values have been calculated, agreed with all municipalities.
