On June 4, 2018 the President of the Russian Federation has signed the Federal law "About modification of article 2 of the Federal law "About Anti-corruption Examination of Regulations and Drafts of Regulations".

According to the Federal law when conducting anti-corruption examination both the regulatory legal act, and the draft of the regulatory legal act are subject to assessment in interrelation with other regulations.

Member of the Board of the Union, Deputy Head of the Department of Agroindustrial Complex, Land Relations and Consumer Market of the Republic of Tatarstan Valery Aksanov, President of the Union Andrey Lisichkin and other appraisers, Deputy Minister of Land and Property of the Republic of Tatarstan Eduard Diyarov, employees of the Ministry of Property of the Republic of Tatarstan participated in the discussion of the current issue - the evaluation of the right to lease agricultural lands.

In order to support the republican agricultural producers, a decision to develop methodological recommendations by the Expert Advisory Council for appraisers in assessing the right to lease agricultural lands was made. It is intend to substantiate the primary application of the revenue appraising approach, to determine the interaction and exchange of information between the Ministry of Agriculture of the Republic of Tatarstan, the Ministry of land and property of the Republic of Tatarstan and the appraisal community represented by the Union of Appraisers of the Republic of Tatarstan.

The main results of the qualification exam in the appraisal activity conducted by the federal operator - Federal resource center of the Ministry of Economic Development of Russian Federation on the basis of Kazan federal university were summed up in the presentation of the head of the department of project management and business evaluation of the Kazan Federal University Azat Safiullin. Appraisers from the Republic of Tatarstan (47%) and 21 regions of the Russian Federation took part in the exam.

Speaking on the expansion of the partner base and interaction with the municipal entities of the Republic of Tatarstan, the Union's executive director Oleg Bulgakov focused on incomplete coverage of the regions and cities of the Republic of Tatarstan by the representative office of the Union of Appraisers of the Republic of Tatarstan. He outlined the issues that need to be addressed, including, certificates that violate the standards of activity of appraisers. A decision was made on this issue.

06/01/2018 the state budget bureau "Management of material support" conducted an electronic auction on the sale of vehicles. As a result of the auction, cars were sold: GAZ-2705, PEUGEOT 4007, MKDS-4107 on chassis of KAMAZ 53229.

19 applications was submitted to participate in the auction, the purchase agreements signed with the winners of the auction.

The meeting of the commission of the Ministry of land and property of the Republic of Tatarstan on control of safety of the state property transferred to the economic jurisdiction of the state unitary enterprises and authorized capitals of joint-stock companies which shares are owned by the Republic of Tatarstan has taken place on 6/6/2018 under the chairmanship of the deputy minister of the land and property relations of the Republic of Tatarstan Eduard Diyarov.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of June, 1, 2018 the Ministry considered 673 applications on 1 171 transactions, have not revealed significant observations in 283 transactions. In 756 transactions notes are given, documents were sent back for revision. Besides documents on 132 transactions have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

Besides, information on cadastral cost can be used for carrying out a number of operations with the real estate, for example, of rent registration.

There are several ways of receiving of information on the cadastral project cost of the real estate from the unified state register of the real estate (further - EGRN). So, on the website of Federal Registration Service (https://rosreestr.ru) it is possible to receive an extract from EGRN about the cadastral project cost of the real estate. Such extract is provided free of charge within three working days. Owners of the real estate can quickly learn the cadastral cost of the objects belonging to them in a private office of the Federal Registration Service which is located on the homepage of the website of the Federal Registration Service. For authorization in a private office the confirmed account of the user on the uniform portal of public services of the Russian Federation is used.

Quickly it is possible to find information on the cadastral project cost of the real estate by means of the "Inquiry by means of Access to FGIS EGRN" service. To receive a key of access to this service and also to refill his balance it is possible in a private office of the Federal Registration Service.

On 6/2/2018 swimming competitions within the Sports contest of public servants of the Republic of Tatarstan were held in sport center «Akcharlak».

The team of the Ministry of land and property of the Republic of Tatarstan in competitions was represented by Oleg Maslenkov (regime secret service), Zulfat Galyautdinov (Legal department), Ravil Hasanshin (department of legal support of the cadastral relations) and Almaz Mubarakov (department of the organization of interaction with local governments on the land questions).

Competitions took place in a relay form 4х50 freestyle.

According to specialists of department of economy of the ministry as of 5/31/2018 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 180,92 million rubles. As of 5/31/2018 the budgetary task before the republican budget of the Republic of Tatarstan is performed for 53,2%.

The Ministry of land and property of the Republic of Tatarstan renders assistance in registration of the land plots for needs of the oil-extracting companies, including in the transfer of lands from one category to another, suitable for construction of the corresponding objects.

In 5 months 2018 54 resolutions of the Cabinet of the Republic of Tatarstan on the transfer of 125 land plots with a total area about 222 hectares from category of lands of agricultural appointment to category of lands of the industry and other special purpose, prepared on the basis of projects made by the Ministry of land and property Republic of Tatarstan, are accepted. From them

26 resolutions;- for the small oil companies –

Yesterday in the Menzelinsky municipal district spoke about increase in business activity of the population. Here the sixth final seminar meeting for heads of rural settlements on topical issues of local government has taken place. The vice-chairman of the State Council of the Republic of Tatarstan Yury Kamaltynov, the Chairman of the board of municipal units of the Republic of Tatarstan Ekzam Gubaidulin, the First deputy minister oflLand and property of the Republic of Tatarstan Artur Galiyev, deputy heads, heads of offices of Councils of municipal districts and heads of rural settlements have taken part in work of a seminar.

Practical part of a seminar has passed in the village Verkhny Takermen. Here participants of a seminar have visited a Hasanshin’s peasant Farm which has been constructed according to «The beginning farmer program». Further the production site of Davletov’s peasant farm have been shown to guests. He is engaged in cultivation of vegetables.

Then the houses built according to the «Rent housing program» have been examined.

On a plenary part of a seminar problems and tasks of local government have been discussed. The report on measures of the state support of small farms in the village was made by the Deputy minister of agriculture and food of the Republic of Tatarstan Rishat Habipov.

The chairman of the board of municipal units of the Republic of Tatarstan Ekzam Gubaidulin has told about tendencies and problems of development of municipal community. He has noted that everyday laborious work with the population is required from employees of local governments. Further Ekzam Gubaidulin has acquainted with a row of the presidential programs which are implemented in the republic and has told about changes in the legislation. First of all, they concern the procedure of self-taxation. From current year it is possible to enter self-taxation not only in settlements, but also in the certain settlements which are a part of the settlement.

«Along with referendum, decisions on self-taxation in certain cases can be made also by descents of citizens now. For this purpose it is necessary to make corresponding changes to charters of settlements. This work should be begun already now that by fall you have already created the necessary regulatory base», - Ekzam Gubaidulin has addressed heads.

Also he has paid attention to questions of the organization of contents and protection of cemeteries.
