The lecture of the head of department of appraisal of JSC BTI (the member of NP Union of Appraisers of the Republic of Tatarstan) Irina Ignashina on topical issues of appraisal activity has taken place in the Higher school of the public and municipal administration, in the form of brisk exchange of opinions. The practicing appraiser-methodologist has told about legislation innovations, requirements to appraisers and the appraisal organizations, have considered difficult cases and disputable situations. During three-hour exchange of opinions the lecturer has emphasized the consolidating methodical and practical role of Union of Appraisers of the Republic of Tatarstan, especially on preliminary reviewing of reports on appraisal by Expert and consulting council of Partnership, has pointed to the wide range of opportunities of non-profit organization, has answered questions of listeners. Also it was offered to heads of bodies for management of the municipal property which is trained to expand cooperation in formation of monitoring of the real estate market, preparation of competitions and auctions, improvement of quality of appraisal.

On April 14, 2018 sports volleyball competitions within the Sports contest of public servants of the Republic of Tatarstan were held. Competitions took place in the Center of rowing sports.

Our ministry was represented by Artur Galiyev, Rinat Gazizov, Zulfat Galyautdinov, Islam Ishmakov, Almaz Mubarakov, Marsel Minullin, Oleg Maslenkov, Timur Khabibulin, Ravil Hasanshin and Ramil Khabibulin.

The team of the Ministry of Land and Property of the Republic of Tatarstan has met teams of Audit Chamber of the Republic of Tatarstan, the Constitutional court of the Republic of Tatarstan and State alcohol inspection of the Republic of Tatarstan.

Our team has shown great skills, aggressiveness, will power, endurance, has won at all three meetings and left in /8 finals. We are proud of the team. Keep in there!

As of 11.04.2018 it was decided to include 46 151 citizens having many children who apply for the land plot in the list (in Kazan – 10 927, in the city of Naberezhnye Chelny – 6 248 applicants).

According to report of specialists of ministry’s management of land resources 35 453 land plots in the Republic of Tatarstan (including Kazan and the city of Naberezhnye Chelny) is registered in the Real Estate Cadastre. In Kazan 5 862 land plots are registered in the Real Estate Cadastre, in the city of Naberezhnye Chelny there are 2 622 land plots.

Total there are 30 475 plots of land provided to large families in common ownership

4/19/2018 for the purpose of consultation of citizens on legal questions the direction is planned the departure of information – consulting group which consists of specialists of the ministries, departments and the organizations for rendering free legal aid in the Sarmanovsky municipal district of the Republic of Tatarstan

According to the order of the Cabinet of the Republic of Tatarstan dated 2/22/2018 No. 364-r competitions in chess within the Sports contest of public servants of the Republic of Tatarstan were held from April 5 to April 7, 2018. Competitions took place on the basis of Public autonomous educational institution of additional education "Central specialized chess school of the Olympic reserve for children and young people of R.G. Nezhmetdinov"

Among 29 teams of the ministries and departments of the Republic of Tatarstan the the team of of the Ministry of land and property of the Republic of Tatarstan has also taken part in competitions in chess. In team's line-up there were Ravil Hasanshin, Ilya Pakhmutov, Yulia Denisova and Gulina Salakhova.

Participants of a competition played on the Swiss system in 9 rounds (3 rounds a day) with control time of 15 minutes to each participant.

The structure of Committees and Councils of Partnership, including, Expert and consulting council, Committee on Education and professional preparation, Committee on monitoring of the real estate market, Committee on tariff policy, Committee on interaction with authorities and to external relations, Committee on certification is approved at the board meeting of NP «Union of Appraisers of the Republic of Tatarstan». At the request of Board, the list of the updated working bodies is posted on the website of Partnership оценщики-рт.рф of Executive directorate it is entrusted to provide holding meetings of Committees and Councils of Partnership, the approval of plans of work, election of heads and responsible for the areas of work in a month.

, According to the submitted applications and the submitted documents, two organizations became the members of Partnership: LLC Center Examinations and Appraisal (PSRN 1141650012151) and LLC Audit plus (PSRN 1021603150469). According to earlier made decisions of Board of Partnership, they get to a grace period and are exempted from payment of an entrance fee. Programs of privileges, guarantees, legal and educational support of Partnership extend to again accepted organizations.

On January 11, 2018 the changes in the Town-planning code of the Russian Federation made by the Federal law dated 12/31/2017 No. 507-FZ "About introduction of amendments to the Town-planning code of the Russian Federation and separate acts of the Russian Federation" (further – the Law No. 507-FZ) have come into force according to which the annex to the master plan are data on borders of settlements which have to contain the graphic description of location of borders of settlements, the list of coordinates of characteristic points of these borders in the system of coordinates used for maintaining the Unified state register of the real estate. At the same time a form of graphic and text descriptions of borders, requirements to the accuracy of determination of coordinates of characteristic points of borders, a format of the electronic document containing the specified data are established by the federal executive authority which is carrying out functions of the state cadastral registration of real estate, the state registration of the rights for real estate and transactions with him. Today the corresponding regulatory legal act isn't adopted.

According to the letter of the Ministry of Economic Development of the Russian Federation dated 2/19/2018 of 4118-BA/D23a No. until the statement of a new format of the electronic document conforming to requirements of the Law No. 507-FZ it is recommended to use as the document containing the description of borders of settlements the card (plan) of an object of land management, a form and requirements to which drawing up are approved by the resolution of the Government of the Russian Federation dated 7/30/2009 No. 621 and concerning which the order of the Federal Registration Service from 8/1/2014 No. P/369 "About realization of information exchange when maintaining the State Immovable Property Cadastre in electronic form" has approved the corresponding XML scheme.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of  April, 1, 2018 the Ministry considered 374 applications on 769 transactions, have not revealed significant observations in 126 transactions. In 581 transactions notes are given, documents were sent back for revision. Besides in 62 transactions documents have been left without consideration for the reasons of lack of necessary documents and also in the cases provided in Agreements which aren't demanding the direction of documents for consideration by the Ministry.

According to specialists of department of economy of the ministry on 3/31/2018 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 120,91 million rubles. The budgetary task before the republican budget of the Republic of Tatarstan as of 3/31/2018 is performed for 35,6%.

In a section of articles on 3/31/2018 the budget of the Republic of Tatarstan received:

from rent of property – 23,48 million rubles – the plan is implemented for 38,9%

from rent of the land plots of-19,12 million rubles – the plan is implemented

for 28,9%;

from an easement – 0,54 million rubles – the plan is implemented by 22,8%;

from realization of property – 3,14 million rubles – the plan is implemented for 12,6%;

from trust management – 52,0 million rubles – the plan is executed

for 102,2%;

from realization of the land plots – 1,91 million rub;

dividends – 20,72 million rubles - the plan is executed for 19,5%.
