The Lawyer of Year-2017 award ceremony and the Russian legal award of Gabriel Shershenevich have taken place in the main building of Kazan Federal University. The President of Tatarstan R.N. Minnikhanov has participated in a celebration.

Prior to the ceremony of delivery of awards the congress of the Tatarstan regional office of Association of lawyers of Russia where the new structure of council of regional office of ALR has been elected and the chairman of the Tatarstan regional office of ALR has taken place (The Tatarstan regional office of ALR was headed by Ildar Halikov).

The deputy minister of the Ministry of land and property of the Republic of Tatarstan Farit Musin and the leading consultant of department of protection of property interests of the state of legal department Ramil Khabibulin have participated in this action.

Ramil Khabibulin is awarded with Gratitude of Association of lawyers of Russia for high achievements in professional activity in the sphere of law.

According to an order of the President of the Republic of Tatarstan R.N.Minnikhanov and in coordination with the Ministry of Economic Development of the Russian Federation, Kazan Federal University (department of design management and assessment of business of IUEF KFU) with assistance of NP «Union of Appraisers of the Republic of Tatarstan», the pilot platform of holding a qualification examination in the field of appraisal activity for territorial subjects of the Russian Federation, including Tatarstan has been organized. Examination took place during the period from November 21 to November 26, 2017. The authorized organization of the Ministry of Economic Development of the Russian Federation - FBU "Federal Resource Center for the Organization of Management Training" which representatives held exam acts is the operator of examination.

749 applicants from more, than 20 territorial subjects of the Russian Federation, including the Republic of Crimea participated in examination in Kazan (for comparison: St. Petersburg - 483, Yekaterinburg - 647). On average 53% of applicants have passed at least one examination, from them, on the organizations - members of NP «Union of Appraisers of the Republic of Tatarstan» (Partnership) - 84%. The organization of examination, joint harmonious work of KFU, FRC and assistance of Partnership, have deserved an appreciation of authorities and representatives of appraisal community.

Considering results of examination of appraisers out of a coverage of the «Union of appraisers of the Republic of Tatarstan», reduction of number of appraisers more than twice will cause growth of cost of their services in municipal districts. The board of Partnership has made the decision to organize intense training to a qualification examination in January-February, 2018 (direction "Appraisal of personal estate", "Business appraisal") for the staff of the organizations which have given, since December, 2017, the declaration of accession to Partnership and the acting members with privileges (it is detailed - on the website оценщики-рт.рф). This step is taken by Partnership for realization joint purpose with authorities - customers of appraisal - improvement of quality of appraisal and has noncommercial character.

Now applications for the directions of a qualification examination are accepted for delivery in Moscow.

According to an order of the President of the Russian Federation, in public authorities and local government the All-Russian day of reception of citizens is taking place on December 12, 2017 from 12:00 till 20:00 o'clock,.

The competence of the Ministry of land and property Relations of the Republic of Tatarstan includes the solution of the following questions:

the transfer of lands of agricultural purpose, except for the lands which are in federal property in other categories of lands (powers of public authorities and local governments in the field of the land relations)

seizure of land for the state needs of the territorial subject of the Russian Federation (power of public authorities and local governments in the field of the land relations)

transactions (except for the international private law):

              - rent relations;

              - allocation of the land plots for construction, farming, gardening and truck farming;

              - privatization of the land plots;

              - inappropriate use of lands of agricultural appointment;

              - continuous (termless) use of the land plots;

              - gratuitous fixed-term use by the land plots;

             - privatization of objects of the state and municipal ownership;

             - granting office premises for the public civil servants of the territorial subject of the Russian Federation.

      Reception is carried out without making an appointment.

Due to the decade of the International Day of Persons with Disabilities the head of subordinated institution of the Ministry of land and property of the Republic of Tatarstan «Management of material support» has congratulated and has thanked the employees who are disabled people of 2 and 3 groups for the made contribution to development of the organization and has rendered financial support.

29.11.2017 under the chairmanship of the deputy minister of the land and property relations of the Republic of Tatarstan Farit Musin the meeting on consideration of results of financial and economic activity of municipal unitary enterprises in 9 months 2017 has taken place in the videoconference mode.

Explanations of municipal units about  financial and economic activity of the most unprofitable and loaded with debt municipal unitary enterprises are accepted and the corresponding recommendations are made.

Also the changes in the federal legislation have been considered: The federal law dated 26.10.2002 127-FZ "About insolvency (bankruptcy)" Art. 61.11. Subsidiary responsibility for impossibility of full repayment of requirements of creditors. Recommendations about studying of the current situation in the municipal unitary enterprises which are in procedures of bankruptcy for the purpose of minimization of risks of attraction of financial resources of the municipal budget to subsidiary responsibility are made.

On November 30, 2017 the meeting of the anti-corruption commission under the Minister of land and property of the Republic of Tatarstan under the chairmanship of the deputy minister of the land and property of the Republic of Tatarstan Rustem Shameev took place.

The review of implementation of anti-corruption actions in bodies of the government and local governments of the territorial subjects of the Russian Federation which are in borders of the district which is prepared by the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District; results of the carried-out analysis of practice of supervision of performance of the legislation on anti-corruption in the Republic of Tatarstan for the expired period of 2017 prepared by Prosecutor's office of the Republic of Tatarstan; results of execution of the order of the anti-corruption commission under the Minister of land and property of the Republic of Tatarstan dated 02.06.2017 No. 2-17; information on observance of requirements of the legislation on the public civil service in case of arrival on public service, prevention of an involvement of public servants of the Ministry in business activity, respect of the general principles of official behavior by public servants; totals of activities of the Commission of the Ministry of land and property of the Republic of Tatarstan on observance of requirements to the official behavior of the public civil servants and to settlement of conflicting interests; the organization and carrying out rotation of the public civil servants put risk of making of corruption offenses and which positions are included in the appropriate lists of positions of the public civil service; totals of execution of the program of the Ministry of implementation of an anti-corruption policy of the Republic of Tatarstan for 2015 - 2020 approved by the instruction of the Ministry of 25.11.2014 No. 2607-r in 2017; results of a poll about a corruption status in the Ministry; the review prepared by Control of the President of the Republic of Tatarstan concerning an anti-corruption policy following the results of the analysis of the data on implementation of actions for anti-corruption provided by public authorities of the Republic of Tatarstan and local governments in the Republic of Tatarstan in 1-st half of 2017 are considered  at the meeting. The results of execution of the Plan of operation of the anti-corruption commission under the Minister of land and property of the Republic of Tatarstan for 2017 are summed up and the draft of the Plan of operation of the Commission for 2018 is considered.

Today the regular meeting of the Board of directors of PJSC «Tatneft» under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov has taken place in the Government house of the Republic of Tatarstan.

During the action information on financial and economic activity of the «Tatneft» company in nine months 2017 has been heard. The volume of oil production was 21,4 million tons that there is 2,6% above than the level of corresponding period of last year. 644 new production wells and 181 delivery wells are put into operation. The volume of collecting associated petroleum gas was 698 million cubic meters.

According to Russian accounting standards revenue – gross of PJSC «Tatneft» from realization of the shipped production in 9 months 2017 has made 502,4 billion rubles, revenue - net (without the VAT, export duty and excises) – 417,5 billion rubles, net profit - 86,2 billion rubles. The total amount of investments on the «Tatneft Group» was 63 billion rubles.

The board of directors has considered plans for oil production and geological and technical actions for 2018. The production program providing production of 28,7 million tons of oil is approved. In case of the lifting of restriction provided by the agreement with the countries of "OPEK+", the volume of the extracted oil can be increased. At any development of the situation is planned to receive operating profit in this business direction higher than the level, which is put in the Development strategy of the Company.

Some other questions of activity of the «Tatneft» company has also been considered at the meeting

On November 23, 2017 the action for rendering free legal aid to the population, within implementation of the Decree of the President of the Republic of Tatarstan dated 22.03.2010 No. UP-156 "About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan" and the Law of the Republic of Tatarstan dated 02.11.2012 No. 73-ZRT "About rendering free legal aid to citizens in the Republic of Tatarstan" has taken place in the Arsky municipal district of the Republic of Tatarstan.

The leading consultant of department of legal support of the land and property relations – Anna Hanzhina has been involved from the Ministry of land and property.

Within the implementation of the Law of the Republic of Tatarstan dated 17.11.2016 No. 82-ZRT "About separate measures for ensuring quality and safety of foodstuff in the Republic of Tatarstan" the Resolution of the Cabinet of the Republic of Tatarstan dated 21.11.2017 No. 896 is approved.

According to item 3 of Art. 3 of the Law the Provision on Interdepartmental coordination council concerning ensuring improvement of quality and safety of foodstuff (further — Coordination council) and the structure of Coordination council is approved. The executive director of NP «Union of Appraisers of the Republic of Tatarstan» Oleg Bulgakov had been included in the structure of the Coordination council from the independent expert organizations. We will remind that the Union fruitfully cooperates in this sphere with authorized organizations and SUE «National trademark» for a long time.

The approved Plan of measures ("Road map") by implementation of the Law determines the main rule-making indicators of activity of Coordination council, authorized bodies of the power and the organizations according to the Art. 4,8 of the Law. In particular, item 11 of the Road map provides creation of consortium of the expert non-state organizations of the Republic of Tatarstan ensuring quality and safety of production and consumer protection with participation and under the auspices of NP «Union of appraisers of the Republic of Tatarstan».

The resolution of the Cabinet of the Republic of Tatarstan also defines the organization of interaction and information exchange of federal public authorities, local governments, the Republican center of quality (SUE National trademark), NP «Union of Appraisers of the Republic of Tatarstan» and other organizations for the purpose of ensuring quality and safety of foodstuff, materials and products for life and health of the person, ensuring constitutional rights of citizens on the favorable habitat.

21.11.2017 the meeting on consideration of the address of the managing director of Group of companies «Akulchev» about granting two land plots located in the Zelenodolsk municipal district for construction of confectionery has taken place in the Ministry of land and property of the Republic of Tatarstan.

The First deputy minister of land and Property of the Republic of Tatarstan Sergey Demidov, the first deputy head of Executive committee of the Zelenodolsky municipal district of the Republic of Tatarstan Svetlana Kadyrova, the head of department of land resources of the Ministry of land and property of the Republic of Tatarstan, the head of department of the Ministry of Economics of the Republic of Tatarstan Bulat Hayrutdinov and the representative of Group of companies «Akulchev» Sergey Chernukha have participated in a meeting.
