The Minister of land and property of the Republic of Tatarstan Azat Hamayev during a working trip has presented a subscription to public organizations of the supervised Menzelinsky municipal district.
Public organizations of pensioners, the organization of society of blind people of Menzelinsk, the regional organization of society of disabled people and the House boarding school for aged and disabled people in the first half of 2018 will receive the newspaper "Republic of Tatarstan", "Rural Life" "My newspaper", "Hope" and the regional newspaper "Menzelya" in the Tatar and Russian languages – only 31 copies.
Provisions of the anti-corruption legislation and the Civil code of the Russian Federation contain the ban on donation of gifts to the persons replacing the state and municipal positions, to the public and municipal servant, employees of the separate organizations and on receiving gifts by them in connection with performance of official (labor) duties.
Due to the forthcoming New Year's and Christmas holidays the Ministry of Labour and Social Protection of the Russian Federation reminds of need of observance of the ban to give and receive gifts.
Receiving a gift by the corresponding person is ban violation, creates conditions for emergence of the conflict of interests, calls into question objectivity of the decisions made by him and also attracts the responsibility provided by the legislation up to dismissal in connection with loss of trust and in case the gift is regarded as a bribe – criminal liability.
At the regular meeting of Expert and consulting council of NP Union of Appraisers of the Republic of Tatarstan a number of inquiries of authorities and commercial organizations has been considered. Taking into account professional opinion of the reviewer — Betretdinova R.I. according to the report No. 5800-1 on appraisal of market value of the land plots to Naberezhnye Chelny it is recommended to appraiser to finish the report in week time, to prove application of analogs and to submit it repeatedly for consideration of experts. Similar recommendations about correction of a number of technical mistakes and discrepancies to federal appraisal standards are given according to the report No. 25.10.17 (the reviewer — Lisichkin A.V.) about appraisal of market value of the rent for the land plot located on Novikov St., in the city of Almetyevsk.
Participants of the meeting have reviewed requests of insurance companies JSC «Talisman Insurance Company» and SG «Ak Bars», recommendations for preparation of the answer to applicants are made. Yesterday, on December 12 of this year, the All-Russian day of reception of citizens has passed in the Ministry of land and property of the Republic of Tatarstan.
Addresses of citizens were the most different character: questions of privatization of rooms in the hostel, acquisitions of the land plots, appraisal of cadastral cost of real estate objects and also revision of cadastral cost, consultation on the legislation and other statements concerning activity of the Ministry of land and property of the Republic of Tatarstan.
According to all addresses which have arrived from applicants on reception, authorized officers of the Ministry have made the corresponding explanations. Visitors have expressed the words of gratitude to the Ministry for warm welcome and irrefragable answers on the substance of the asked questions.
Such conclusions were drawn by experts of appraisal community after the qualification examination which has taken place in Kazan without which passing since April 1, 2018 specialists in appraisal won't be able to carry out the work.
In Tatarstan nearly 750 appraisers took a qualification examination at the end of November. The pilot platform of holding examination in Kazan has been organized by department of design management and appraisal of business of IMEF of KFU with assistance of NP «Union of Appraisers of the Republic of Tatarstan». We will remind, experts who will have no qualification certificate won't be allowed to property appraisal since 2018. It is defined by changes in FZ-135. The time in which appraisers have to pass examination and receive this document – till April, 2018. The first in the country appraisers have passed obligatory examination in Tatarstan. It is passed during the period from November 21 to November 26, 2017, and has been accepted by representatives of FBI "Federal Resource Center for the Organization of Management Training" – operator on holding the examination authorized by the Ministry of Economic Development of the Russian Federation. As Kazned.ru has found out, in Kazan 749 applicants have expressed desire to confirm the qualification (for comparison: in St. Petersburg - 483, in Yekaterinburg - 647). At the same time to the capital of Tatarstan for examination there have arrived appraisers from more than 20 territorial subjects of the Russian Federation, including the Republic of Crimea. Results of a qualification examination in Tatarstan are as follows: a little more than a half examined (53%) have handed over, the vast majority from handed over (84%) – members of non-profit partnership «Union of Appraisers of the Republic of Tatarstan». Now an opportunity to pass qualification tests and to receive the relevant document (and consequently, to continue to be engaged in the business after April 1, 2018) appraisal experts will be able only in Moscow. Applications from persons interested are accepted on the website of the operator of FBI "Federal Resource Center for the Organization of Management Training". As NP «Union of appraisers of Tatarstan» have told to Kazned.ru in the, considering results of examination in Kazan, the appraisal community of the republic has come to a conclusion that after April 1, 2018 the number of appraisers in the country will be laid off more than half. Therefore, there will be a deficiency in appraisal, and service prices of qualified specialists will sharply raise. Considering these circumstances, the board of NP «Union of Appraisers of the Republic of Tatarstan» has made the decision to organize intense training to a qualification examination in January-February, 2018. At the same time it is decided to provide preferential terms for members of the Union and also for the organizations which will submit declarations of accession to Partnership, since December, 2017. In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.
The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.
As of 01.12.2017 the Ministry considered 2 240 applications to 2 656 transactions, have not revealed significant observations in 957 transactions. In 1 699 transactions notes are given, documents were sent back for revision.

When have begun to distribute the earth: the law "About Features of Granting the land plots to citizens in the Far eastern federal district" adopted in April, 2016 is implemented in three stages. Within the first stage from 01.06.2016 only inhabitants of one of nine subjects of the Far East and only in one area chosen by the authorities of their region as pilot could give the application for receiving the earth. For example, in Primorye it was Hankaysky district, in the Amur region — Arkharinsky, on Kamchatka — Ust-Bolsheretsky, etc.
At the second stage which started from 01.10.2016 the exclusive right to submit applications for hectare have only Far Easterners, but they could take the earth already within all subject in which are registered. That is for Primorians all Primorsky Krai, became available to Kamchadals — all Kamchatka, etc.
From 01.02.2017 the right to 1 hectare of the earth in any region of any subject of the Far East was acquired by all Russian citizens. According to the law, will distribute the earth till 2035
What can be done on this hectare: everything that isn't forbidden by the Russian laws. On the site it is possible to build the house and to live or have a rest most, and it is possible to do business. The earth can be used for maintaining rural, forest and hunting economy or any other type of business.

According to specialists of department of economy of the ministry in 11 months of 2017 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 786,13 million rubles.
