The Ministry of land and property of the Republic of Tatarstan has executed the subprogramme «Providing orphan children and children without parental support, persons from among orphan children and children without parental support with premises in the Republic of Tatarstan for 2014 – 2019», approved by the Resolution of the Cabinet ща the Republic of Tatarstan dated 30.04.2014 No. 289. Following the results of the program the Republic of Tatarstan has acquired 305 premises for the total amount of 346,7 million rubles.

According to the draft of the resolution of the Cabinet of the Republic of Tatarstan on modification of the state program «Providing of the population of the Republic of Tatarstan with qualitative housing and services of housing and communal services for 2014 – 2020» acquisition of 297 premises for total amount of 355,3 million rubles is planned in 2018, from which:

40,3 million rubles – funds of the budget of the Russian Federation;

314,96 million rubles - funds of the budget of the Republic of Tatarstan.

Now the Ministry of land and property of the Republic of Tatarstan together with the Ministry of education and science of the Republic of Tatarstan is studied the list of municipal units in the territory of which is planned the acquisition of premises for orphan children.

According to the Federal law «About the state cadastral appraisal» dated 03.07.2016 No. 237-FZ and according to the resolution of the Cabinet of the Republic of Tatarstan dated 03.02.2017 No. 53 the subordinated state budgetary institution of the Ministry of land and property of the Republic of Tatarstan «Center of the state cadastral appraisal» is created.

For 2018 the order of Ministry of land and property of the Republic of Tatarstan dated 28.08.2017 of No. 1958-r (with amendment from 25.09.2017 No. 2171-r) has planned carrying out the state cadastral appraisal of lands agricultural purpose in the territory of the Republic of Tatarstan.

According to article 12 of the Federal law «About the state cadastral appraisal» dated 03.07.2016 No. 237-FZ preparation for carrying out the state cadastral appraisal is carried out till January 1 of year of determination of cadastral cost. During the period preparatory activities are held from August 1, 2017 to January 1, 2018, including:

Works on distribution of the land plots of the preliminary list submitted for determination of cadastral cost of farmlands on groups are performed: 1. Directly for agricultural use 2. For gardening, market-gardening and country use.

The land plots intended for agricultural use are distributed by 53 codes of calculations. During the analysis of the preliminary list 5 049 land plots which on actual, or on the allowed use shouldn't be in category of lands of agricultural purpose are revealed. The list of such sites is directed to heads of the municipal districts of the Republic of Tatarstan for taking measures to the transfer of the specified land plots to the category of lands corresponding to their use.

As 27.12.2017 it was decided to include 44 721 citizens having many children who apply for the land plot in the list (in Kazan – 10 565, in the city of Naberezhnye Chelny – 6 248 applicants).

According to report of specialists of ministry’s management of land resources 34 887 land plots in the Republic of Tatarstan (including Kazan and the city of Naberezhnye Chelny) is registered in the Real Estate Cadastre. In Kazan 5 556 land plots are registered in the Real Estate Cadastre, in the city of Naberezhnye Chelny there are 2 622 land plots.

Total there are 28 684 plots of land provided to large families in common ownership.

27.12.2017 the enlarged meeting of total board of the Ministry of land and property of the Republic of Tatarstan "About totals of operation of the Ministry of land and property of the Republic of Tatarstan in 2017 and tasks for 2018" took place. The Prime minister of the Republic of Tatarstan Alexey Pesoshin took part at the meeting of board. The board passed in the video conference mode with an involvement of heads of municipalities of the Republic of Tatarstan and principals of chambers and controls of the land and property relations. Members of board of the ministry, principals of structural subdividings took part in operation of board.

       The minister Azat Hamayev made the report "About totals of operation of the Ministry of land and property of the Republic of Tatarstan in 2017 and tasks for 2018". 

       As Azat Hamayev marked, one of the main objectives of the ministry is support of profitability of the state property. Income of the consolidated budget from use of the state and municipal ownership made about five billion rubles - it is 104% of the general plan of arrivals. The income of the republican budget administered by the Ministry - 786 million rubles, the task is performed for 127,5%. The main source of non-tax income continue to remain dividends on state-owned shares. Their share - 44%.

The plan for income in local budgets from control of municipal property is implemented for 100,6% – more than four billion rubles arrived.

In the report of the minister the question of mobilization of reserves of addition of the budgetary system of the republic was brought up. In particular, need of further lowering of debt to municipal budgets for rent payments is reflected; carrying out inventory of the land plots and real estate objects which are illegally falling out of a tax turn (on the example of the Visokogorsky municipal district of the republic); involvement in a turn of unclaimed share lands.

In the report it is also marked that is not lost by relevance and questions of contest of cadastral cost. In the current year the state budgetary institution "Centre of the state cadastral appraisal" is created. members of board were informed about it’s activities by the principal of establishment Lena Hamzina.

Azat Hamayev also told about implementation of significant social programs.

First of all it is a granting the land plots to large families. He noted that unfortunately, there is problem a question of shortage of lands on city districts. In Kazan the deficiency is more than 7 thousand sites. In 2017 distribution of new territories in the villages of Sokury and Kaymary is begun. For a further solution the Government of the Russian Federation has delegated to the republic powers on management and the order of federal sites with a total area of 639 hectares. From them it is planned to create more than 2,5 thousand plots. In November 335 plots in Bolshiye Derbyshkhi are registered. Granting is begun.

On the Country rural settlement all preparatory work is complete, granting will begin in 1 half of 2018. Together with federal bodies and Executive committee of the city of Kazan the issue of development of the adjacent territory of one and a half thousand hectares is handled. The minister has emphasized that despite all these problems the Republic of Tatarstan continues to keep the leading positions on quantity of the large families provided with land plots, in a section of subjects of the Volga Federal District.

For ensuring safe operation of gas pipelines in the Republic of Tatarstan assuming their regular service and maintaining integrity since 2014 the Ministry is authorized to make decisions on the statement of borders of security zones of gas-distributing networks and imposing of restrictions for the land plots entering them.

In reporting year security zones of gas-distributing networks 478 km long, and encumbrances are imposed on the land plots with a total area of 368 hectares entering them in the territory of the Republic of Tatarstan are approved by the Ministry of land and property of the Republic of Tatarstan.

In total for 2014-2017 security zones of gas-distributing networks about 21 thousand km long are approved. Also encumbrances on the land plots with a total area about 8500 hectares entering them in the territory of 34 republics of municipal units are imposed.

The regular meeting of the Board of directors of PJSC «Tatneft» under the chairmanship of the President of the Republic of Tatarstan Rustam Minnikhanov has taken place to Almetyevsk today.

The board of directors has considered budget implementation results in eleven months of the current year and has approved the budget for January and the first quarter of 2018.

The report on results of exploration works on license areas of the company was discussed at the meeting. For 2017 it is expected to receive a gain of recoverable reserves on the «Tatneft» Group of 30 million tons of oil (taking into account a gain at the expense of KIN of layers).

The forecast of implementation of the investment program for 2017 is considered. In total for the reporting period it is planned to master 95,3 billion rubles, from them 50,2 billion rubles are directed to oil exploration and production, including SVN, 36,1 billion rubles – to development of the Complex petrochemical and «TANEKO» oil refineries. Investments of about 100 billion rubles are planned for 2018.

Information on the development strategy of the Almetyevsk state oil institute is heard. The main key directions are defined: reduction of number of students in the correspondence form, expansion of a line of master programs in partnership with the oil and gas companies and foreign leading universities, opening of the new directions of preparation corresponding to "future professions". Also the strategy of AGNI provides significant growth in quantitative and quality indicators of research activity.   

On the Board of directors some other questions of activity of the «Tatneft» company has been also considered.

We remind that from 01.04.2017 the lack of the qualification certificate attracts an exception of SRO and the ban of implementation of appraisal activity.

Today the meeting of certifying commission of the Ministry of land and property of the Republic of Tatarstan on certification of 12 public civil servants on compliance to posts of the public civil service on the basis of assessment of their professional office activity has taken place.

       In the general opinion of members of certifying commission all public civil servants well know normative documents and official regulations, answered questions professionally and convincingly.

       By results of unanimous vote of certifying commission, all certified employees correspond to their posts.

State budgetary institution «Republican property treasury» has carried out inspections on effective use and safety of the state property located in the Novosheshminsky, Baltasinsky, Buinsky, Nurlatsky, Sabinsky districts of the Republic of Tatarstan assigned on the right of operational management to the Institutions subordinated to Head department of veterinary science of the Cabinet of the Republic of Tatarstan.

During imspections the following violations are revealed:

     Existence of not used land plots:

- with total area of 1 4667,2 sq.m on Lenin St., 51/1 Tsipya village; 

- with total area of 769,09 sq.m on Tuqay St., 23 Yangulovo village;

- with total area of 20 966 sq.m on Tuqay St., 23/1 Yangulovo village;

- a part of the land plot with total area of 2000 sq.m on Komsomol St., 44/1 urban settlement Baltasi.

    Lack of registration of the right of operational management for the building with a boiler with total area of 173 sq.m on Komsomol St., 44/1 urban settlement Baltasi;

    Existence of 3 not used units of the motor transportation equipment;

    Non-execution of points of instructions of fire inspectorate for a condition of the building on Sovetskaya St., 68 in Novosheshminsk.

Statements of inspections of public institutions are drawn up. The report of institution on elimination of violations will be brought to the attention of the Ministry of land and property of the Republic of Tatarstan within one month.
