In pursuance of the resolution of the Cabinet of the Republic of Tatarstan dated 30.08.2014 No. 628 «About the adoption of the provision on the Register of state ownership of the Republic of Tatarstan» the Ministry of land and property of the Republic of Tatarstan carries out annual updating of the Register of state ownership of the Republic of Tatarstan. The legal entities owning the state property of the Republic of Tatarstan on various rights till April 30, 2018 need to present the information about structure of property according to item 2.3 of the above-stated Provision on the Register of state ownership of the Republic of Tatarstan to the Ministry of land and property of the Republic of Tatarstan in a format of the corresponding software product.
This software product and also methodical recommendations about its installation and filling can be received on the website mzio.tatarstan.ru in subsection «Information on inclusion of state property of the Republic of Tatarstan to the Register of state ownership of the Repiblic of Tatarstan» of the section «Reference information».
It is possible to send registration documents to the Ministry of land and property of the Republic of Tatarstan through the Interdepartmental electronic document management system (further – EDMS) together with the electronic file (in the xml format) containing information prepared in the software product and the scanned documents specified in item 2.3 of the above-stated situation.
In case the organization isn't connected to EDMS, registration materials can be directed by mail or to present purposely together with the flash card containing information prepared in the software product. Reception is carried out according to the schedule. 23.01.2018 on the board meeting of NP «Union of Appraisers of the Republic of Tatarstan» date of another general annual meeting of members of Partnership is determined on March 15, 2018, at 10:00 at the address: Kazan, Vishnevsky St., 26. The agenda and the list of materials concerning the agenda of a meeting will be approved and sent to members of Partnership in the middle of February. The list of the persons having the right for participation in a meeting is made according to the Register of members of Partnership as of 23.01.2018. The board has made the decision on the size and terms of payment of membership and entrance fees in 2016.
At the same time, according to the information directed and supported by the President of the Republic of Tatarstan R.N. Minnikhanov about need of improvement of quality of appraisal in municipal units privileges at the direction of experts for training are confirmed. In particular, in case of direction of employees on training in the program «Estimation of cost of the enterprise (business). Appraisal of efficiency of resources and programs of increase in labor productivity», during the period from 23.01.2017 to 15.11.2018 again entering Partnership of the organization (individual entrepreneurs) are exempted from payment of an entrance fee.
The draft of the Plan of work of Board of NP «Union of Appraisers of the Republic of Tatarstan for 2018» have been assumed by the participants of a meeting as a basis. Both primary activity of Partnership and socially oriented and innovative projects is reflected in it.
Also, issues, relevant for appraisal community, have been discussed at the meeting:
- about development of annual minimum tariffs for carrying out appraisal works;
- about the next monitoring of the prices with definition of date and ranges of monitoring, about interaction with municipalities;
- about training and professional development, including on holding seminars and a qualification examination in Kazan, to creation of the uniform program for higher education institutions;
- about automation of system of price zoning
- about representation of interests of the state in courts.
The posed questions will be discussed in an expanded format at meetings of Committees and Councils of Partnership, in a chat of NP «Union of appraisers of the Republic of Tatarstan».
According to specialists of department of economy of the ministry in 2017 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 1 925,38 million rubles. The budgetary task before the republican budget of the Republic of Tatarstan on 31.12.2017 is performed for 100,9%.
In a section of articles on 31.12.2017 the budget of the Republic of Tatarstan received:
from rent of property – 91,08 million rubles – the plan is implemented for 106,3%;
from land lease of-77,7 million rubles – the plan is implemented for 101,3%;
from an easement – 3,0 million rubles – the plan is implemented by 110,7%;
from realization of property – 160,0 million rubles – the plan is implemented for 101,03%;
from realization of lands – 1 130,64 million rubles the plan is implemented for 100,8%;
from trust management – 57,5 million rubles – the plan is executed for 100%;
dividends – 346,4 million rubles - the plan is executed for 100,0%;
part of net profit of the state unitary enterprises – 58,6 million rubles - the plan is executed for 100%.
According to the Law of the Republic of Tatarstan from 30.11.2017 No. 85-ZRT «About the budget of the Republic of Tatarstan for 2018 and for planning period of 2019 and 2020» receipt of non-tax income to the budget of the Republic of Tatarstan from use and realization of the state property and the land plots in 2018 is predicted of 339,48 million rubles.
In a section of articles for 2018 has the budget to receive:
from rent of property – 66,09 million rubles,
from land lease – 60,37 million rubles,
from an easement – 2,37 million rubles;
from dividends – 106,32 million rubles,
part of net profit – 28,43 million rubles;
from trust management – 50,9 million rubles,
from realization of property – 25,0 million rubles.
Within a year the budgetary task can be corrected.
The meeting of the commission on holding a competition on replacement 3 vacant post of the public civil service (head of legal support of the land and property relations of legal department; leading consultant of department of protection of property interests of the state of legal department; senior expert of 1 category of appraisal department) has taken place in the Ministry of land and property of the Republic of Tatarstan under the chairmanship of the deputy minister Farit Musin.
25.01.2018 it is planned to direct the information – consulting group of specialists of the ministries, departments and the organizations for rendering free legal aid in the Laishevsky municipal district. The group consists of representatives of the Office of the President of the Republic of Tatarstan, the Office of the State Council of the Republic of Tatarstan, the Office of the Constitutional Court of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Health of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, Council of municipal units of the Republic of Tatarstan, Managements of the Federal Registration Service in the Republic of Tatarstan, Federal Tax Service in the Republic of Tatarstan, Office of the Pension Fund of the Russian Federation in the Republic of Tatarstan, the Office of the Commissioner for Human Rights in the Republic of Tatarstan, Chamber of Advocates and Notarial chamber of the Republic of Tatarstan.
For improvement of rendering free legal aid to the population the Ministry of land and property of the Republic of Tatarstan conducts survey of citizens. Interested persons can fill out the questionnaire in the subsection «Free Legal Aid».
The Ministry of land and property of the Republic of Tatarstan has announced an open auction on increase in cost with an open form of submission of offers on the price on realization of the state property carried out in an electronic form:

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.
The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.
As of 01.01.2018 the Ministry considered 2 445 applications to 3 060 transactions, have not revealed significant observations in 809 transactions. In 1 997 transactions notes are given, documents were sent back for revision.
On the basis of the reports of the contest committee on opening of envelopes with applications and to consideration of the applications submitted for participation in a competition with the competitive offer and on consideration and appraisal of competitive offers the Ministry of land and property of the Republic of Tatarstan has made the decision to announce a competition on the right of the conclusion of the concession agreement is made on the room located at the address: Republic of Tatarstan, Kazan, Pobedy Avenue, 142, room No. 1205 (cadastral number 16:50:150306:5976)with total area of 1135,9 sq.m, cancelled. it is also announced about aout the conclusion of the concession agreement with the only participant who has submitted the bid, autonomous nonprofit organization «Kazan Center of Development of Rehabilitation and Abilitation». The competition has been announced for the purpose of creation of the center of social rehabilitation of disabled children with cerebral palsy for a period of 20 years (the tender documentation is posted on the official site: www.torgi.gov.ru, number of the message 301017/0050700/01).
