The project of the Recommended minimum tariffs for rendering of services of property appraisal for 2018 has been discussed at a meeting of Committee on tariff policy of «NP Union of Appraisers of the Republic of Tatarstan». The draft has been introduced by the Chairman of the Committee Igor Karasyov. The annual reference information of Partnership developed by results of monitoring and taking into account inflation allows customers and appraisers to be guided during the purchasing, holding auctions and competitions, to provide the competition and fight against dumping in the market of appraisal. On 15 of February, 2018 the recommended minimum tariffs will be included into the updated collections of monitoring of the real estate and will be published on the Partnership website after the approval by the Board of NP «Union of Appraisers of the Republic of Tatarstan». The offers in the project were made by members of the committee Lyudmila Aitova, Pavel Lyzlov, the staff of appraisal department of the Ministry of land and property of the Republic of Tatarstan.

Also issues of anti-dumping measures in the market of appraisal were discussed at the meeting. Recommendations about entering into the Register of unfair suppliers and appeals to SRO of appraisers are accepted, collaboration results in this direction with Chamber of land and property of the Almetyevsky municipal district of the Republic of Tatarstan are approved, measures of promoting of improvement of quality of appraisal are proposed.

The business meeting of the deputy head of Administration of the Head and the Government of the Republic of Dagestan Temirlan Shabanov with the administrative board of the ministry has taken place today. Topical issues of regulation of the land and property in both republics have been considered, representatives of the Ministry of land and property of the Republic of Tatarstan have informed the guest on activity of the ministry, have informed of the regulatory base, have shared plans of further development in detail.

The meeting has taken place in a situation of full mutual understanding and is productive for both parties.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.02.2018 the Ministry considered 86 applications on 148 transactions, have not revealed significant observations in 27 transactions. In 95 transactions notes are given, documents were sent back for revision.

According to specialists of department of economy of the ministry on 31.01.2018 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 53,44 million rubles. As of 31.01.2018 the budgetary task before the republican budget of the Republic of Tatarstan is performed for 15,7%.

In a section of articles on 31.01.2018 the budget of the Republic of Tatarstan received:

from rent of property – 7,58 million rubles – the plan is implemented for 12,6%;

from land lease of-3,97 million rubles – the plan is implemented for 6%;

from an easement – 0,05 million rubles – the plan is implemented by 2,3%;

from realization of property – 0,41 million rubles – the plan is implemented for 1,6%;

from trust management – 20,3 million rubles – the plan is executed for 39,9%;

from realization of the land plots – 0,4 million rub;

dividends – 20,72 million rubles - the plan is executed for 19,5%.

The federal law No. 507-FZ dated 31.12.2017 which has come into force on 11.01.2018 has made changes in Town-planning code of Russian Federation and separate acts of the Russian Federation, including regarding contents of master plans of settlements.

So, according to article 1 of this law article 23 of Town-planning code of Russian Federation is complemented with a part 5.1 following of contents:

"5.1. The annex to the master plan are data on borders of the settlements (including borders of the formed settlements) which are a part of the settlement or city district which have to contain the graphic description of location of borders of settlements, the list of coordinates of characteristic points of these borders in the system of coordinates used for maintaining of unified state register of the real estate …".

In this regard drafts of master plans of settlements have to contain the specified annex in the structure.

Expert opinions in the form of professional opinions about the reports on appraisal which is made by LLC «USB», Kirov (the winner of the municipal auction) are approved at the regular meeting of Expert and consulting Council of NP «Union of Appraisers of the Republic of Tatarstan» at the request of Chamber of land and property of the Almetyevsky municipal district of the Republic of Tatarstan. Marat Suleymanov has acted as the responsible reviewer of reports the expert of Partnership. Experts recognized reports not conforming to requirements of the Federal law «About appraisal activity in the Russian Federation», federal standards of appraisal and business practice.

During discussion experts of NP Dmitry Zakhmatov and Yury Chebotaryov, the staff of appraisal department of the Ministry of land and property of the Republic of Tatarstan Larisa Shvetsova and Zulfia Kamalova, the head of legal department of Chamber of land and property of the Almetyevsky municipal district of the Republic of Tatarstan Alsou Bagmanova have also made reasonable offers, explanations and additions.

By the results of a meeting expert opinions and recommendations about the appeal to self-regulatory organization of appraisers are submitted to the applicant.

The Ministry of land and property of the Republic of Tatarstan is continued to prepare for carrying out annual the general of meetings of shareholders in 2018. According to article 53 of the Federal law «About Joint-stock Companies» notices with offers to bring the annual general shareholder meeting and promotion of the state representatives to management and supervisory bodies of joint-stock companies for 2018-2019 corporate year in the agenda are sent to joint-stock companies which stocks are in state ownership of the Republic of Tatarstan and (or) on which the decision on use of the special right («gold share»). In total 145 state representatives and 20 independent directors in 92 joint-stock companies are nominated.

The annual general shareholder meetings are held not earlier than in two months and not later than in six months after the termination of financial year.
