The Ministry of land and property of the Republic of Tatarstan has collected and analysed accounting (financial) reports of municipal unitary enterprises. 178 municipal unitary enterprises from which 126 are acting are registered in the Republic of Tatarstan.

By results of the carried-out analysis of the operating municipal unitary enterprises it is found out that 50% of them are unprofitable, 46% of them have the debt load. Activity of the specified enterprises will be considered at the meeting in the video conferencing mode with the assistance of representatives of municipal districts.

On November 13-14 the Forum of the Volga Federal District on public-private partnership in the International information center in the territory of the Village of the Universiade there takes place for the first time in Kazan.

Yesterday, on November 13, the Minister of land and property of the Republic of Tatarstan Azat Hamayev, specialists of the ministry participated in an action.

Among key questions of the Forum there are new mechanisms of preproject financing, a role of supranational and regional institutes of development in preparation of projects of public-private partnership.

The Agency of investment development of the Republic of Tatarstan and the National center of public-private partnership with assistance of the Federation Council and the Agency of strategic initiatives act as organizers of the event.

On November 9, 2017 the staff of the Ministry of land and property of the Republic of Tatarstan has participated in a working meeting on discussion of a question of legislative ensuring reproduction of fertility of the lands used for farming in the State Council of the Republic of Tatarstan.

Issues of strengthening of the state land supervision, for identification of the agricultural purpose and also strengthening of control of inclusion in borders of settlements of especially valuable lands of agricultural purpose which aren't used for purpose of lands were disscussed.

Information materials for use in work in the field of the property and land relations following the results of the training seminar on a subject: "Relevant aspects of regulation of the land relations and registration of the real estate taking into account the last changes in the legislation" which has taken place on November 3, 2017 with participation of the deputy director of Department of the real estate of the Ministry of Economic Development of the Russian Federation M.V. Bocharov, the head of department of standard and legal regulation of the cadastral registration and cadastral activity of Department of the real estate of the Ministry of Economic Development of the Russian Federation A.V. Nupriyenkova and also the President of NP "Union of Appraisers of the Republic of Tatarstan" A.V. Lisichkin and the Chairman of the board of Regional office of the All-Russian public organization "Russian Society of Appraisers" "Society of appraisers of Tatarstan" D.Y. Zakhmatov, are posted on the official website of the Ministry of land and property of the Republic of Tatarstan in the subsection "Information for Municipal Units" of the section "Reference information".

The order of the President of the Republic of Tatarstan has awarded with the diploma "The best public civil servant of the Republic of Tatarstan" the chief of summary and analytical department the Ministry of land and property of the Republic of Tatarstan Guzel Nasibullina. She became a winner in the nomination "Organizational, Information, Documentary, Financial and Economic, Economic and Other Support of Activity of Public Authorities" of the Republican competition "The Best Public Civil Servant of the Republic of Tatarstan".

The republican competition became an annual action where public servants not only compete in the skill, but also have an opportunity to show the achievements, to express the active position and also to exchange the best practicians.

Collective the Ministry of land and property of the Republic of Tatarstan congratulates Guzel Nasibullina on a victory and wishes further success in the public civil service.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.11.2017 the Ministry considered 2 080 applications to 2 486 transactions, have not revealed significant observations in 883 transactions. In 1 603 transactions notes are given, documents were sent back for revision.

On November 16 and 17, 2017 the Center of intense training of appraisers to examinations in directions of real estate appraisal and appraisal of personal estate will work in Kazan. preparation will be carry out by the experts who have successfully passed qualification examinations including, in the last base of questions.

The action will be organized with assistance of NP «The union of appraisers of the Republic of Tatarstan».

08.11.2017 the meeting of the Commission of the Ministry of land and property of the Republic of Tatarstan on observance of requirements to office behavior of the public civil servants and to settlement of conflicting interests (here and after – the Commission) has taken place under the chairmanship of the deputy minister Rustem Shameev. Yury Likhachev – the chief adviser of department of anti-corruption monitoring of Management of the President of the Republic of Tatarstan concerning anti-corruption policy, Oleg Bulgakov – the member of Public council at the Ministry of land and property of the Republic of Tatarstan (here and after – the Ministry), the executive director of NP Union of Appraisers of the Republic of Tatarstan also have participated in a meeting of the Commission.

The notification of the CEO of joint-stock company of execution of an employment agreement with the former public civil servant of the Ministry and also notifications of two public civil servants of the Ministry of providing in 2017 incomplete data on income, expenses, on property and obligations of property character for 2016 are considered at the meeting of the Commission.

According to specialists of department of economy of the ministry in 10 months of 2017 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 658,64 million rubles. The plan is implemented for 106,86%.

from rent of property – 76,38 million rubles – the plan is implemented for 101,2%;

from land lease of-63,64 million rubles – the plan is implemented for 95,1%;

from an easement – 2,26 million rubles – the plan is implemented by 109,2%;

from realization of property – 73,69 million rubles – the plan is implemented for 245,6%;

from realization of lands – 8,29 million rubles – the plan is implemented for 112%;
