Today at 9:00 in the morning a seminar on training of specialists of Managements and Chambers of the property and land relations on the subject "Relevant aspects of regulation of land questions and registration of the real estate taking into account the last changes in the legislation" have begun in Grand hotel Kazan. About 150 listeners – representatives of Managements and Chambers of the property and land relations of city districts and municipal districts and also profile experts of the Ministry of land and property of the Republic of Tatarstan take part in work of a seminar.

Seminar was discovered by the Minister of land and property of the Republic of Tatarstan Azat Hamayev. In welcome speech he has noted need of holding similar meetings and has emphasized that a main objective of training – identification of the most burning issues of practice of management of the state and municipal property and problems with the purpose of definition of ways of their decision.

During the seminar topical issues of granting the land plots within the current legislation, seizure of land for the state needs, education land and the timberland, "forest amnesty", problems of crossing of lands of forest fund with lands of other categories, the mechanism of elimination of contradictions in data of the state forest register and the Unified state register of the real estate and also interaction of body of registration of the rights with other departments when maintaining the Unified state register of the real estate, entering into the Unified state register of the real estate of data on borders of zones with special conditions, other zones and territories, the changes in area of the legislation on estimated activity coming into force with 01 will be considered.

On October 29, 2017, in Day of the worker of the motor transport in the Republic of Tatarstan, the festive event for drivers dated to a professional holiday was held in the subordinated institution State Budgetary Institution «Management of Material Support» where primary activity is transport service of the ministries and departments.

In 2018 at capital repairs it is planned to make modernization of the glass making furnace for the purpose of increase in its power to 31,8 thousand tons that will allow to increase the output and realization of highly liquid production. Thereby providing composite branch of the Russian Federation with domestic production will grow what answers the import substitution purpose. Financing of the project is planned with attraction of financial resources of the state support through Fund of development of the industry of the Russian Federation.

The offers and the analytics of appraisal community, corporate customers of appraisal, professional associations of the real estate market, the expert organizations are considered in the new edition. As well as earlier, monitoring extends exclusively in printing, is gratuitous for profile authorities, in particular, of Chambers of the land and property relations of the republic, the member organizations and experts of NP «Union of Appraisers of the Republic of Tatarstan». Monitoring of the prices is made on the basis of the analysis and statistical processing of market data on the offers and transactions on the vacant land plots and capital construction projects received from mass media, the multilisting systems of announcements, data of professional participants of the real estate market, experts, results of the auctions and transactions made by the Ministry of land and property of the Republic of Tatarstan, bodies for management of property of municipalities in 2017.

When determining ranges of the prices mathematical information processing with an exception of the maximum and minimum values of cost and also with obviously false or contradictory information has been carried out. For the first time Partnership adapted results of monitoring to the created system of price zoning. Results of mathematical information processing have been discussed and approved by Committee on monitoring and approved by Board of Partnership.

Monitoring of the prices determines ranges of the prices and can't replace the procedure of determination of market value of concrete real estate objects which is carried out according to the Federal law dated 29.07.1998 No. 135-FZ "About appraisal activity in the Russian Federation" and also the Federal standards of appraisal existing for date of appraisal. Monitoring of the prices has help character and doesn't consider specific features of the land plots (a relief, a configuration, a local arrangement, the area, a type of the allowed use, existence of easements and encumbrances, a possibility of the bargaining, existence of ecological factors, pollution and other factors), capital construction projects (architectural planning solutions, deterioration and obsolescence, existence of encumbrances, a possibility of the bargaining, the area, a local arrangement and other factors).

For the specifying examination of the report on appraisal it is possible to address to Expert and consulting council of Partnership (address info@ocenshiki-rt.ru) where experts – members practically of all SROs of appraisers of Russia will create reasonable opinion in 10-day time. For profile authorities and members of Partnership this procedure is carried out on a grant basis and with privileges.

Order taking for passing a qualification examination of appraisers in Kazan comes to the end on 30.10.2017.

Exit qualification (obligatory) examinations in the sphere of appraisal activity in Kazan will take place on November 13 — 17, 2017 Date to which it is necessary to be registered on examination — 30.10.2017. Further, examinations will take place in Moscow.
