State Budgetary Institution «Republican Property Treasury» has carried out an inspection on effective use and safety of the state property located in the Spassky municipal district of the Republic of Tatarstan, assigned on the right of operational management to the institutions subordinated to the Head department of veterinary science of the Cabinet of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan.
Within implementation of the Decree of the President of the Republic of Tatarstan of March 22, 2010 No. UP-156 «About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan» and the Law of the Republic of Tatarstan of November 2, 2012 No. 73-ZRT «About rendering free legal aid to citizens of the Republic of Tatarstan» the Ministry of Justice of the Republic of Tatarstan together with the Tatarstan regional office of Association of lawyers of Russia continues the organization of work of the mobile unit for rendering free legal aid to the citizens living in rural settlements of the republic.
For the purpose of consultation of citizens on legal questions it is mobile information – consulting group which consists of specialists of the ministries, departments and the organizations, in particular, of the Office of the President of the Republic of Tatarstan, the Office of the State Council of the Republic of Tatarstan, the Office of the Constitutional Court of the Republic of Tatarstan, the Ministry of Justice of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, the Ministry of Health of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan, the Ministry of Land and Property of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, Council of the municipal units of the Republic of Tatarstan, Managements of the Federal Registration Service in the Republic of Tatarstan, Federal Tax Service in the Republic of Tatarstan, Office of the Pension Fund of the Russian Federation in the Republic of Tatarstan, the Office of the Commissioner for Human Rights in the Republic of Tatarstan, Chamber of Advocates and Notarial chamber of the Republic of Tatarstan, is created.
On October 26, 2017 rendering free legal aid in the Atninsky municipal district of the Republic of Tatarstan is planned.
The Ministry of land and property of the Republic of Tatarstan together with joint-stock companies from shares of the Republic of Tatarstan in authorized capital holds the events directed to reduction of debt on taxes and fees in the consolidated budget of the Republic of Tatarstan.
The state representatives in governing bodies of joint-stock companies from shares of the Republic of Tatarstan according to the directive The Ministry of land and property of the Republic of Tatarstan have initiated convocation of the board of directors of joint-stock companies for consideration within the agenda of a question of implementation of purchases of goods (works, services) at suppliers of goods (works, services) which are should the fulfilled duty on payment of taxes, collecting, insurance premiums, penalty fee, penalties, the percent which are subject to payment according to the legislation of the Russian Federation on taxes and fees.
Today the positive decision on the above-stated question is made in most joint-stock companies from shares of the Republic of Tatarstan in authorized capital. Work in this direction is continued.
Results of the organization of the advancing training in the form of professional development have been considered, readiness for further implementation of the approved investment project is confirmed at the board meeting of NP Union of Appraisers of the Republic of Tatarstan. The representatives of various SROs of appraisers, which are the members of the Board of Partnership, have discussed issues of the qualification examination which is coming in November, and the course of preparation for him. Also members of council have considered and have approved the draft of the answer to the request of committee of the property and land relations of the city of Kazan in connection with the appeal of Department of property of executive comittee of the city of Yekaterinburg.
17.10.2017 the regular meeting in the videoconference mode with participation of representatives of executive committees of municipal districts of the Republic of Tatarstan, the Ministry of education and science of the Republic of Tatarstan, Non-commercial organization «The public housing stock at the President of the Republic of Tatarstan», RSUE «Bureau of Technical Inventory», the Ministry of construction, architecture and housing of the Republic of Tatarstan, concerning specification of date of completion of construction of premises for orphan children and children without parental support, persons from among orphan children and children without parental support has taken place in the Ministry of land and property of the Republic of Tatarstan.
Now 117 premises are acquired in the property of the Republic of Tatarstan and included in structure of specialized housing stock.
148 premises need to be got in 20 municipal districts of the Republic of Tatarstan till 15.12.2017, 114 premises from them aren't put into operation.
The decision to carry out replacement of premises with low degree of readiness with the premises with high degree of readiness, presented by Non-commercial organization «The public housing stock at the President of the Republic of Tatarstan», is made by results of the meeting.

Conditions and questions were as close as possible to the qualification examination which is coming for appraisers in November, which in a pilot order will be held in Kazan. During development of a course, besides profound preparation for serious testing in the field of appraisal activity, listeners have actually created design and expert group for participation in implementation of federal and republican programs of increase in labor productivity - the priority national project. Cars are transferred in satisfactory condition instead of worn-out motor transport.
13.10.2017 under the chairmanship of the chief of legal department Zulfat Galyautdinov the meeting of the Commission of the Ministry of land and property of the Republic of Tatarstan on observance of requirements to office behavior of the public civil servants and to settlement of conflicting interests has taken place. Yury Likhachev – the chief adviser of department of anti-corruption monitoring of Management of the President of the Republic of Tatarstan concerning anti-corruption policy; Oleg Bulgakov – the member of Public council at the Ministry of land and property of the Republic of Tatarstan, the executive director of NP «Union of Appraisers of the Republic of Tatarstan»; Andrey Nikitin −the dean of law department of the Kazan innovative university of V.G. Timiryasov (IEUP) also have participated in a meeting of the Commission
7 conclusions of compliance of expenses of the persons replacing positions of the public civil service and other persons to their income are considered at the meeting by results of inspection. By results of inspections it is established that sources of receiving means at the expense of which transactions are made are confirmed, violations of requirements of the legislation on anti-corruption isn't established. The question of holding of shares by 4 employees of the Ministry of land and property of the Republic of Tatarstan regarding the conflict of interests is also considered. Following the results of the meeting the Commission has unanimously made the decision that the public civil servants of the Ministry observed requirements to office behavior and (or) requirements about settlement of conflicting interests.
13.10.2017 the meeting of Committee of the State Council of the Republic of Tatarstan on ecology, environmental management and agrarian questions has taken place.
Representative of the Ministry of land and property of the Republic of Tatarstan has made the report on the course of granting the land plots to large families at the meeting of Committee of the State Council of the Republic of Tatarstan on ecology, environmental management and agrarian questions.
It is worth reminding that the law of the Republic of Tatarstan, providing free granting the land plots to large families, has come into force in 2011. Local governments conduct work on the organization of process of granting the land plots to citizens having many children.
As of the end of September, 2017 43 323 decisions on inclusion of applicants in the lists are made in the all territory of the republic, the land plots are provided to 28 095 families (71,60% from included in lists for the beginning of 2017).
Experts note that dynamics of decrease in granting the land plots to large families remains in municipal districts. In particular, growth of quantity of the large families included in lists, but which haven't received the land plots during 2015-2017 is noted.
One of key provisions of the Decree of the Russian President "About measures for providing citizens of the Russian Federation with affordable and comfortable housing and improvement of quality of housing and communal services" is providing the land plots provided to large families with engineering infrastructure. The matter is in competence of local authorities, some of them provide assignment for providing the land plots for large families with infrastructure, but this money is obviously not enough.
Having discussed the matter, the Committee recommended to the Cabinet of the Republic of Tatarstan to consider a question of infrastructure providing of the land plots provided to large families, and the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan – to render assistance to local governments in case of modification of the master plan for the subsequent granting the land plots to the citizens having three and more children.
On October 12, 2017 the Office of Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan (further – Management) has held a public event for discussion of law-enforcement practice in an authorized field of activity of Management.
According to the representative of Management in 9 months of 2017 Management together with representatives of Chambers of the property and land relations of municipal districts of the Republic of Tatarstan and Deraptments of Agriculture in the municipal districts of the Republic of Tatarstan has conducted examination of lands of agricultural purpose regarding their rational use. During inspection in the territory of the municipal districts of the Republic of Tatarstan 34,2 thousand hectares of unused lands are revealed.
The most widespread violations:
1. Unauthorized removal and movement of a fertile layer of earth;
2. Destruction of a fertile layer of earth, and equally in damage of lands as a result of violation of the rules of treatment of pesticides and agrochemicals or substances, industrial and consumption waste hazardous to health of people and the environment;
3. Overgrowing of lands of agricultural appointment with weed plants;
4. Littering of lands of agricultural appointment with industrial and consumption waste.
