The first exit qualification examinations is planned to holding in the city of Kazan on November 13-17, 2017.

For inclusion you in group of applicants for passing an examination you need to be filled the registration questionnaire no later than October 30, 2017. According to an order of the President of the Republic of Tatarstan noncommercial merging of appraisal organizations of the republic - NP «Union of appraisers of the Republic of Tatarsta»n representing all main SRO of appraisers of Russia together with republican authorities, conducts preparation of collection points for examination for consideration of Federal resource center.

On October 12, Tatarstan President Rustam Minnikhanov held a regular meeting of the interdepartmental commission on urban planning in the historical part of Kazan.

Chief Architect of Kazan Tatiana Prokofieva presented a number of new construction and reconstruction projects in the central part of the city.

A three-four storeyed building on Tukay Street - the Consumer Service Establishment was the first object considered. This project was approved by all members of the interdepartmental commission.

It was decided to study the project of an 8-storeyed residential building on Kalinina Street in detail at a site.

The same decision was made regarding a residential 4-storeyed house on Hadi Atlasi Street. The mid-rise building with a gable roof and wooden elements also led to the discussed in connection with the historical appearance of the street.

Two objects of individual housing construction are recommended for finishing of the facades. Projects of individual houses on Karelskaya Street (Admiralteiskaya Sloboda) and Voennaya Street were considered.

Minnikhanov reminded that the regulations on preserving the historical scale and style of new construction are valid for the historical part of the city.

It was suggested to consider other options for solving facades for the project of a 6-storeyed building on Nur Bayan Street (between Tatarstan and Tukay streets). Prokofieva noted that the building will be located in the heart of the residential quarter. Despite this, Minnikhanov offered to work out a new project, as well as to inspect the construction site with a field visit.

The project of a 3-18 storeyed residential complex on Engels Street was not approved. The facility will be located in an industrial area near Gladilov Street. According to Minnikhanov, the Kirovsky district of Kazan and its architectural features are still underestimated. Therefore, projects should fit into the existing appearance of the district. It was decided to return to this project again and consider it additionally.

The next project was a 4-storeyed building on Hadi Taktash and Salimzhanov streets. The object was presented in two versions. It was approved by the members of the commission in the first version with the recommendation of architect and member of the commission Nikolai Novikov to work out pedestrian paths and public spaces near the facility.

The meeting also considered other projects.

This week Advanced training course "Estimation of cost of the enterprise (business). Appraisal of efficiency of resources and programs of increase in labor productivity" for experts of NP «Union of Appraisers of the Republic of Tatarstan» comes to the end with a series of a practical training and a final exam. It’s conditions and questions are as close as possible to an obligatory qualification examination of appraisers which was passed today by a little more than 300 experts from 22,5 thousand appraisers of Russia.

The head of committee on regional development, the expert of SRO «Ekspertny sovet» (Moscow) - Sergey Gorev is engaged with listeners in the assembly hall of the Ministry of land and property of the Republic of Tatarstan within two days. He is already familiar to appraisal community of the republic on a series of seminars and has deserved only positive reviews. Dialogue with the expert continues also beyond the scope of a seminar. Today and tomorrow, , practical problems, analysis of examples of individual tasks in the direction of assessment and from base of questions of a qualification examination is carried out with application acquired especially for a course of FC Texas II.

It should be noted that among listeners there are also members of profile SRO of appraisers presented in the republic, employees of the Ministry of land and property of the Republic of Tatarstan and republican higher education institutions. A principled stand of the NP «Union of appraisers of the Republic of Tatarstan» and the Ministry of land and property of the Republic of Tatarstan - the maximum improvement of quality of appraisal and qualification of appraisers of the republic has to be reached by the consolidated efforts. And the qualification examination has to show efficiency of consolidation of appraisers of the republic in the NP «Union of appraisers of the Republic of Tatarstan», irrespective of membership in SRO. Last Saturday, on October 7, 2017, the republican nature protection action "Week of the Wood of 2017" organized in an initiative of the Ministry of forestry of the Republic of Tatarstan started.

Staff of the Ministry of land and property of the Republic of Tatarstan and subordinated institutions: State Budgetary Institution «Management of Material Suppor»t and State Budgetary Institution «Republican Property Treasury» have supported this action and have taken active part in cleaning of the wood in the territory of forest fund of Stolbishchenskoye local forest area.

In order to provide methodological assistance to municipalities in terms of management of municipal property and land plots Ministry of land and property of the Republic of Tatarstan concluded agreements with local governments.

The agreements provide for a wide range of cooperation, including the analysis of compliance with the legislation of the draft decisions on transactions with property and land plots.

As of 01.10.2017 the Ministry considered 1 884 applications to 2 286 transactions, have not revealed significant observations in 793 transactions. In 1 493 transactions notes are given, documents were sent back for revision.

As 04.10.2017 it was decided to include of 43 525 citizens having many children who apply for the land plot in the list (in Kazan – 10 175, in the city of Naberezhnye Chelny – 6 171 applicants).

According to report of specialists of ministry’s management of land resources 34 048 land plots in the Republic of Tatarstan (including Kazan and the city of Naberezhnye Chelny) is registered in the Real Estate Cadastre. In Kazan 5 284 land plots are registered in the Real Estate Cadastre, in the city of Naberezhnye Chelny there are 2 622 land plots.

Total there 28 254 plots of land provided to large families in common ownership.

According to specialists of department of economy of the ministry for the third quarter of 2017 the non-tax income from use and implementation of the state property and the land plots which came to the budget of the Republic of Tatarstan made 642,82 million rubles. Besides, on a budget deficit covering source (implementation of the equity stakes) since the beginning of year 110,09 million rubles arrived.

The law of 22.09.2017 No. 65-ZRT made changes to the Law of the Republic of Tatarstan "About the budget of the Republic of Tatarstan for 2017 and for planning period of 2018 and 2019", including on non-tax income administered by the Ministry of land and property of the Republic of Tatarstan. 

as 01.10.2017 proceeding their new plan target in a section of articles the budget of the Republic of Tatarstan received:

from rent of property – 67 million rubles – the plan is implemented for 89,68%;

from land lease – 58,78 million rubles – the plan is implemented for 87,8%;

from an easement – 2,03 million rubles – the plan is implemented by 96,67%;

from implementation of property – 72,14 million rubles – the plan is implemented for 240,47%;

from implementation of lands – 8,29 million rubles (under this article the plan is not set);

from trust management – 56,9 million rubles – the plan is implemented for 99,18%;

dividends – 318,52 million rubles - the plan is executed for 100%;

part of net profit of the state unitary enterprises – 58,09 million rubles - the plan is executed for 100%.

On October 4, 2017 the scientific and practical seminar on consideration of questions within realization of anti-corruption policy and development of standard decisions in difficult situations is held in the Ministry of land and property of the Republic of Tatarstan.

Professor, director of scientific research institute of anti-corruption of the Kazan innovative university of V.G.Timiryasov, the member of advisory council at Management of the President of the Russian Federation concerning anti-corruption, the member of the working group on interaction with structures of civil society of presidium of Russian President's Council for countering corruption, the member of Public council of the Ministry of Justice of the Russian Federation, the doctor of jurisprudence has participated in a scientific and practical seminar with the staff of the Ministry of land and property of the Republic of Tatarstan.

Pavel Aleksandrovich has noted that questions of carrying out educational and explanatory work are one of the major and also has told about changes in the anti-corruption legislation, including about changes in the form of the certificate of income, expenses, about property and obligations of property character of the public civil servants of the Republic of Tatarstan.

During the scientific and practical seminar hot topics within realization of anti-corruption policy such as: an order of transfer of stock into trust management, involvement of the public civil servant to disciplinary responsibility, carrying out the analysis and verifications of data on income, an order of settlement of the situations connected with entry of the public civil servant into the organizations, legal entities and others have been considered.

Besides, Kabanov P.A. have answered numerous questions of staff of the Ministry.

04.10.2017 in regional Palace of culture of Menzelinsk there has taken place the gala concert devoted to the International day of elderly people.

The Minister of land and property of the Republic of Tatarstan Azat Hamayev and head of the district Aydar Salakhov have participated in a festive event. They have thanked the senior generation for their dedicated work, for a good example to younger generation and have wished them good health, wellbeing and a peaceful sky over the head.

After an official part employees of regional Palace of culture, music school and pupils of high schools, gymnasiums, folklore ensembles of the district, amateur actors pleased the audience with the beautiful dances and sincere songs.

As a token of gratitude elderly peopleapplauded without feeling sorry for hands.

In the same day fair of vacancies for elderly has been organized in the foyer of jobcenter. Representatives of 20 organizations and city institutions offered work for pensioners who want to be useful to society. The fair was attended by about 60 people. Such vacancies as the cleaner of service and production premises, the nurse, the assistant teacher, the tutor, the veterinarian, the milkman, the general worker, the janitor and so on have been offered.
