On August 19, 2020, at the Government House of the Republic of Tatarstan, the President of the Republic of Tatarstan Rustam Minnikhanov held a regular meeting of the Investment Council of the Republic of Tatarstan.

The meeting heard the information of the head of the Investment Development Agency of the Republic of Tatarstan Taliya Minullina on legislative initiatives in the field of investment activities and monitoring the implementation of investment projects and on the results of work in the first half of this year.

7 investment projects presented by different companies were presented to the participants of the meeting: a project to organize their own production of finished food products in individual and group packaging; a project to create a shopping center HalalGuideMall for the production of halal products; for the production of new modern commercial refrigeration equipment; on the creation of the air town Maslovka in the Rybno-Slobodsky municipal district; on the construction of a blood plasma fractionation plant on the territory of the republic; the Memorial project to automate the activities of cemeteries and improve the quality of the provision of ritual services; project for the development of the second stage of the industrial park Nizhnekamsk. The meeting participants approved all the projects presented.

In his speech, the President of the Republic of Tatarstan Rustam Minnikhanov emphasized that attracting investments and implementing new projects in Tatarstan is one of the most important priorities. “The republic must continue its development,” he concluded.

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin took part in the meeting of the Investment Council.

On August 18, 2020, a regular meeting via videoconference (ZOOM) to complete the inventory of hydraulic structures of all forms of ownership located on the territory of the Republic of Tatarstan was held under the chairmanship of the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.

At the meeting with the participation of representatives of the Association Council of Municipalities of the Republic of Tatarstan, the Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, the Volga Department of the Federal Service for Environmental, Technological and Nuclear Supervision, the results of the hydraulic structures inventory for the reporting period were summed up, delays in completion of work in 10 municipalities of the republic, based on the results of consideration, an appropriate decision was made.

The meeting was also attended by Deputy Minister Rustem Shameev and heads of the sectoral divisions of the Ministry of Land Property of the Republic of Tatarstan.

On August 17, 2020,, a regular videoconference (ZOOM) meeting on the preparation and celebration of the 100th anniversary of the formation of the Tatar ASSR was held in the Cabinet of Ministers of the Republic of Tatarstan under the chairmanship of Deputy Prime Minister of the Republic of Tatarstan Vasil Shaikhraziev.

 At the meeting, the results of the work in the framework of the celebration of the 100th anniversary of the formation of the Tatarstan Autonomous Soviet Socialist Republic for the reporting period were considered, the events planned for the second half of August, information was heard about the work carried out by the Ministry of Sports of the Republic of Tatarstan and the Aznakaevsky municipal district of the Republic of Tatarstan.

The State Committee for Archival Affairs of the Republic of Tatarstan informed the meeting participants about the transfer of photos, videos, and other materials to the Archive Fund of the Republic of Tatarstan related to the organization and holding of events in celebration of the 100th anniversary of the formation of the Tatar ASSR.

On August 14, 2020, in Yelabuga, on the site of the new polylingual complex "Adymnar-Alabuga", a plenary session of the August meeting of education and science workers of the Republic of Tatarstan was held with the participation of the President of the Republic of Tatarstan Rustam Minnikhanov.

The main topic of the meeting was “Education of the XXI century: the present for the future”. During the meeting, the results of the national project "Education" were summed up, the results of the activities of pedagogical collectives were discussed, issues of improving the quality of preschool and school education, including for children with disabilities; development of vocational education in the Republic of Tatarstan, tasks for the next academic year are defined.

On August 14, 2020, Deputy Minister of Land and Property of the Republic of Tatarstan Rustem Shameev took part in a videoconference meeting held by the Federal Corporation for the Development of Small and Medium-Sized Enterprises JSC (SME Corporation) on the issue of including the identified property potentially suitable for involvement in property support of SMEs. The meeting was also attended by representatives of the Ministry of Economy of the Republic of Tatarstan, TATNEFT PJSC, AK BARS Bank PJSC and SME Bank JSC.

During the meeting, issues of additional subsidizing to SMEs of interest on loans issued under the Program of Subsidizing Lending to SMEs of the Ministry of Economic Development of Russia, the algorithm for the implementation of the provision of benefits for property and land taxes, benefits on rent for land plots, as well as issues of increasing the list of property, owned by the Republic of Tatarstan, free from the rights of third parties (with the exception of property rights of small and medium-sized businesses) and intended to be provided to small and medium-sized businesses and organizations that form the infrastructure for supporting small and medium-sized businesses, on the right of ownership and (or) use on a long-term and preferential basis, positive aspects for the executive authorities and local authorities, SMEs, commercial organizations and banks from the provision of these benefits were discussed.

On August 14, 2020 a videoconference session of the working subgroup on establishing the border of the Republic of Tatarstan with adjacent subjects of the Russian Federation held at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Acting Deputy Minister Tagir Khusnutdinov.

During the meeting, issues of the passage of the enclave territories of the Republic of Tatarstan near the Chavash Varmane National Park, located in the Chuvash Republic, were discussed. The meeting also discussed the recommendations of the Federal Service for State Registration, Cadastre and Cartography on the preparation of land management documentation in terms of the compliance of the methods used and the indicated values ​​of the root-mean-square error in determining the coordinates of the characteristic points of the boundaries of land management objects.

The meeting of the working subgroup was attended by representatives of the Ministry of Land and Property of the Republic of Tatarstan, the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan, the Office of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, the Branch of the Federal State Budgetary Institution Federal cadastral chamber of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan.

On August 13, 2020,, the meeting of the commission for holding a competition for filling the vacant position of the state civil service of a leading specialist of the corporate governance department was held at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Deputy Minister Eduard Diyarov.

4 applicants took part in the competition. Olga Kochergina was recognized as the winner of the competition as a result of the participants' practical assignments and interviews with members of the competition committee.

In accordance with paragraph 1 of Art. 1 of the Federal Law of December 25, 2008 No. 273-ФЗ "On Combating Corruption" corruption is understood as abuse of office, giving a bribe, receiving a bribe, abuse of authority, commercial bribery or other illegal use by an individual of his official position contrary to the legitimate interests of society and the state in order to obtain benefits in the form of money , valuables, other property or services of a property nature, other property rights for oneself or for third parties, or illegal provision of such benefits to the specified person by other individuals, as well as the commission of these acts on behalf of or in the interests of a legal entity.

The Criminal Code of the Russian Federation provides for criminal liability both for taking a bribe and for giving a bribe and mediation in bribery. A bribe can be in the form of money, securities, other property, or in the form of illegal provision of property services or the provision of other property rights.

Punishment for accepting a bribe (Article 290 of the Criminal Code of the Russian Federation):

a fine of up to 5 million rubles, or in the amount of the salary or other income of a person convicted for a period of up to 5 years, or in the amount of up to a hundredfold amount of a bribe with the deprivation of the right to hold certain positions or engage in certain activities for up to 15 years;

imprisonment for up to 15 years, with or without a fine of up to seventy times the amount of a bribe and with the deprivation of the right to hold certain positions or engage in certain activities for up to 15 years or without it.

Punishment for giving a bribe (Article 291 of the Criminal Code of the Russian Federation):

a fine of up to 4 million rubles or in the amount of the salary or other income of a person convicted for a period of up to 4 years or in the amount of up to ninety times the amount of a bribe with the deprivation of the right to hold certain positions or engage in certain activities for up to 10 years or without it;

imprisonment for up to 15 years, with or without a fine of up to seventy times the amount of a bribe and with the deprivation of the right to hold certain positions or engage in certain activities for up to 10 years or without it.

A person who has given a bribe or has committed mediation in bribery is released from criminal liability if he actively contributed to the disclosure, investigation and (or) suppression of the crime, or in relation to him there was an extortion of a bribe by an official, or the person voluntarily reported to the body after committing a crime , who has the right to initiate a criminal case on this fact.

Today, August 12, 2020, the minister of Land and Property of the Republic of Tatarstan Fanil Agliullin visited the Spassky municipal district of the Republic of Tatarstan.

On the eve of the new academic year, on the initiative of the Republican Council for Charitable Activities and with the support of the President of the Republic of Tatarstan Rustam Minnikhanov, the traditional charitable action "Help to get ready for school" started in the Spassky municipal district.

As part of this action, together with the head of the Spassky municipal district Fargat Mukhametov, the chairman of the State Tourism Committee Sergei Ivanov, the minister took part in the solemn ceremony of handing over portfolios to 58 future first-graders of the Bolgar secondary school No. 2. During the meeting with the labor collective of the school, the minister spoke about the achievements of the Republic of Tatarstan over the past decade, the implementation of state programs and tasks for the future. He emphasized the importance of educating young people in the spirit of patriotism, hard work, a healthy lifestyle, because in many respects the success of our country depends on the work of teachers.

In the afternoon, on the territory of the Bolgar Historical and Architectural Museum-Reserve, Fanil Agliullin took part in a meeting with representatives of the tourism industry of the Spassky District. During his speech on the socio-economic development of the republic, the minister emphasized the painstaking and consistent work of the President of the Republic of Tatarstan, the Government of the republic to preserve the rich cultural and historical heritage of Tatarstan, develop its tourism potential. “I want to emphasize that today the role of the Bolgar Museum-Reserve, like other historical sites, is not only in the development of the tourist potential of the republic, but, more importantly, in the preservation of traditions, the continuity of generations, and raising the cultural and spiritual level of citizens” ...

The meetings with the collectives were held in a warm, friendly atmosphere. The Minister wished the participants of the meetings health, well-being, further fruitful work for the benefit of the native region and the republic.

On August 12, 2020 the meeting with the participation of representatives of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan, Verkhneuslonsky and Laishevsky municipal districts of the Republic of Tatarstan held at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Acting Deputy Minister Tagir Khusnutdinov in the videoconference mode (ZOOM). The participants of the meeting discussed the development and approval of documents for territorial planning of the Verkhneuslonsky and Laishevsky municipal districts of the Republic of Tatarstan and made a corresponding decision.
