On August 11, 2020, a presentation of the project for the implementation of an integrated municipal geographic information system in Kazan (IMGIS) took place at the Ministry of Land and Property of the Republic of Tatarstan in the videoconference mode (Zoom).

The presentation of this project was attended by: Assistant of the President of the Republic of Tatarstan Rustem Merzakreev, acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov, Head of the municipal budgetary institution Department of Architecture and Urban Development Policy of the Zelenodolsky Municipal District" Pavel Sergeev, Director of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan Russian Komarov, representatives of the Executive Committee municipal entity «The city of Kazan".

Within the framework of the presentation, the possibility of introducing IMGIS in a pilot mode in the Zelenodolsky municipal district of the Republic of Tatarstan was discussed.

On August 11, 2020 the meeting with the participation of representatives of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan, Elabuzhsky and Almetyevsky municipal districts of the Republic of Tatarstan held at the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Acting Deputy Minister Tagir Khusnutdinov in the videoconference mode (ZOOM). The participants of the meeting discussed the development and approval of documents for territorial planning of the Elabuzhsky and Almetyevsky municipal districts of the Republic of Tatarstan.

On August 11, 2020, the videoconference (ZOOM) meeting on the inventory of biothermal pits and anthrax cattle burial grounds was held under the chairmanship of the Minister of Land and Property Relations of the Republic of Tatarstan Fanil Agliullin.

At the meeting, the issues of the formation of land plots and the design of protective zones under the specified objects owned by the Republic of Tatarstan, as well as the problems of ownerless anthrax cattle burial grounds and biothermal pits were considered.

The Ministry of Agriculture of the Russian Federation instructed the subjects of the need for an inventory of these facilities. It was noted at the meeting that this work has already been carried out in the Republic of Tatarstan.

In 2019, together with the Main Directorate of Veterinary Medicine of the Cabinet of Ministers of the Republic of Tatarstan, 103 ownerless objects were identified. This issue is today in the center of attention of all relevant services of the republic.

 

On August 10, 2020, the state budgetary institution Republican Property Treasury held an electronic auction for the sale of 5 vehicles assigned on the right of operational management to the institutions of the Republic of Tatarstan. At the auction, 3 vehicles were sold for a total amount of 878 thousand rubles, with an initial price of 556 thousand rubles.

On August 10, 2020 the meeting with the participation of representatives of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan, Alekseevsky and Mendeleevsky municipal districts of the Republic of Tatarstan was held at the Ministry of Land and Property Relations of the Republic of Tatarstan under the chairmanship of Acting Deputy Minister Tagir Khusnutdinov in the mode of videoconferencing (ZOOM). The participants discussed the development and approval of territorial planning documents for the Alekseevsky and Mendeleevsky municipal districts of the Republic of Tatarstan and made an appropriate decision.

Federal Law of July 31, 2020 No. 307-ФЗ On Amendments to Articles 17 and 54 of the Federal Law On Citizens' Gardening and Horticulture for Their Own Needs and on Amending Certain Legislative Acts of the Russian Federation (hereinafter referred to as the Federal Law) regulates issues concerning the procedure for holding general meetings of horticultural and vegetable gardening non-profit partnerships.

According to the Federal Law, it is stipulated that decisions of the general meeting of members of the partnership can be made by absentee voting, including on issues related to the exclusive competence of the general meeting of members of a horticultural or vegetable gardening non-profit partnership, regardless of the presence of the absentee voting procedure in the charter of the partnership.

As of July 31, 2020, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 303.53 million rubles. The budget target for the republican budget of the Republic of Tatarstan as of July 31, 2020 was fulfilled by 61.03%.

In terms of items, the budget of the Republic of Tatarstan as of July 31, 2020 received:

from property lease - 51.34 million rubles. - the plan was fulfilled by 83%;

from land lease –39.03 million rubles. - the plan was fulfilled by 51.2%;

from easement - 1.33 million rubles. - the plan was fulfilled by 42.9%;

from the sale of property - 71.09 million rubles. - the plan was fulfilled by 237%;

from trust management - 52.76 million rubles - the plan was fulfilled by 83.7%;

part of the net profit of state unitary enterprises - 32.75 million rubles - the plan was fulfilled by 95.8%;

dividends - 37.63 million rubles - the plan was fulfilled by 53%;

other income - 15.41 million rubles.

From August 1 to August 25, 2020, the traditional republican charitable action "Help to get ready for school" is being held in Tatarstan. According to the established good tradition, within the framework of this action, on August 10, 2020, Minister Fanil Agliullin handed over to the employees of the Ministry, whose children will go to first grade this year, school bags and sets of school writing materials for the first grader.

In accordance with the Decision of the Organizing Committee for the preparation and celebration of the 100th anniversary of the formation of the Tatar Autonomous Soviet Socialist Republic dated August 29, 2019 No. 01-7796, the Regulation on the Memorial Sign and quotas determined by the organizing committee, in the Ministry of Land and Property of the Republic of Tatarstan (hereinafter - Ministry), continues the presentation of the Memorial Sign "100 years of the formation of the Tatar Autonomous Soviet Socialist Republic" to veterans and employees who have made a significant contribution to the development of the industry.

On August 10, 2020, Minister Fanil Agliullin in a solemn atmosphere presented the memorial sign "100 years of the formation of the Tatar Autonomous Soviet Socialist Republic" to another group of employees of the Ministry.

Today, at the republican meeting in the House of Government of the Republic of Tatarstan the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin spoke about the progress of work on the registration of land plots on which burial sites are located.

The Prime Minister of the Republic of Tatarstan Alexey Pesoshin held a videoconference meeting with all municipal districts of the Republic of Tatarstan.

According to the minister, there are 3 thousand 667 cemeteries in the republic, under which 4 thousand 188 land plots are subject to registration. 89% of them have been completed so far, 480 plots remain unregistered.

Fanil Agliullin said that cemeteries located outside of settlements should be located on the lands of industry and specially protected areas.

In November of last year, a resolution of the Cabinet of Ministers of the Republic of Tatarstan to reduce the list of documents required to transfer the category of plots under cemeteries was adopted, as a result of which the pace of registration has noticeably increased. In the current year, 1 thousand 97 sites were transferred.

The minister noted in his report that despite all the difficulties, a number of  municipal districts approached this issue responsibly. In Buinsky and Cheremshansky districts registration of land plots has been completed. In Alekseevsky, Arsky, Bavlinsky, Zainsky, Kaibitsky, Rybno-Slobodsky, Sabinsky, Sarmanovsky, Tukaevsky, Yutazinsky districts, the percentage of registration of land plots is more than 95%.

There are 474 land plots in the category of problem areas, activities on them have not been completed.

On 183 land plots it is necessary to complete the cadastral works. A significant number of cemeteries are located on the lands of a single land use, the area and boundaries of which are not specified.

Private lands include 119 plots, including shares. Fanil Agliullin noted that the placement of cemeteries on private land is not allowed, such sites are not subject to privatization. The absence in the legislation of the grounds for the seizure of plots under cemeteries does not allow the redemption of plots for budgetary funds. The only option is to donate to municipal property by the owner.
