In pursuance of the order of the President of the Republic of Tatarstan R.N. Minnikhanov, on January 16, 2020, a meeting under the chairmanship of First Deputy Minister Artur Galiev to determine land plots for the Ak Bars Center for the Study of Rare Species of Cats was held at the Ministry of Land and Property of the Republic of Tatarstan.

Representatives of the Office of the President of the Republic of Tatarstan, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, the Executive Committee of the Kamsko-Ustinsky Municipal District of the Republic of Tatarstan, as well as the owners of land plots were invited to discuss this issue.

Within the framework of the meeting, for the implementation of the above project, land plots in state and private ownership were considered. The Ministry of Ecology and Natural Resources of the Republic of Tatarstan and the Executive Committee of the Kamsko-Ustyinsky Municipal District of the Republic of Tatarstan are recommended to consider all the proposed options for hosting the center for the study of rare species of cats “Ak Bars”, taking into account the information voiced at the meeting.

On January 1, 2020, State Budgetary Institution “Center of State Cadastral Assessment” started to perform the functions of determining the cadastral value of land plots of the following categories: “lands of the water fund”, “lands of the forest fund”, “lands of specially protected territories and objects”: newly registered, previously taken into account, if information on them and objects in respect of which a change in their quantitative and (or) qualitative characteristics was made in the Unified State Register of Real Estate between the date of the last state oh cadastral valuation (within the framework of the Federal Law of July 3, 2016 № 237-FZ "On state cadastral valuation") and the date of the next state cadastral valuation.

    Also, in accordance with Part 9 of Article 24 of the Federal Law of July 3, 2016 No. 237-ФЗ "On State Cadastral Assessment", a budget institution determines the cadastral value of land plots of the following categories: "lands of the water fund", "lands of the forest fund" and “Lands of specially protected territories and objects”, the cadastral value of which was established in accordance with Article 24.19 of the Federal Law of July 29, 1998 No. 135-ФЗ “On Valuation Activities in the Russian Federation” after January 1, 2019.

On January 16, 2020, a meeting under the chairmanship of First Deputy Minister Artur Galiyev to involve unused real estate objects in the economy with the participation of potential investors was held at the Ministry of Land Property of the Republic of Tatarstan.

01/15/2020 the meeting under the chairmanship of First Deputy Minister Artur Galiyev on the maintenance and protection of cemeteries, as well as registration of land on which burial sites are located was held in the Ministry of land and property of the Republic of Tatarstan via videoconference. The meeting was attended by the Assistant of the President of the Republic of Tatarstan Rustem Merzakreev, representatives of the Office of the Federal service of state registration, cadaster and cartography in the Republic of Tatarstan, a branch of the Federal State Budgetary Institution "Federal Cadastral Chamber of the Federal service of state registration, cadaster and cartography " in the Republic of Tatarstan, the Association "Council of Municipalities of the Republic of Tatarstan", and municipalities of the Republic of Tatarstan.

According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.

In the Republic of Tatarstan there are 3 835 cemeteries of which:

- issued - 2,271;

- partially executed - 118;

- not executed - 1,446.

 

Most cemeteries are located on agricultural land.

In order to bring the use of such lands in accordance with the legislation, it is necessary:

- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;

- carry out the transfer of the category of land in the land of industry and other special purposes.

For the period from 01.01.2020 to 01.15.2020, by the decisions of the Cabinet of Ministers of the Republic of Tatarstan, 128 plots with a total area of ​​123 hectares were transferred from the category of agricultural land to the category of industrial land.

Currently, the Cabinet of Ministers of the Republic of Tatarstan is considering cases on the transfer of 100 plots to the category of industrial land, and in the Ministry of Land and Property of the Republic of Tatarstan - on the transfer of 480 plots.

Draft decisions of the Cabinet of Ministers of the Republic of Tatarstan on transferring from one category to another have been prepared for 243 sites. In connection with the identification of comments on 237 sites, finalization of the submitted documents by local authorities is required.

The meeting in videoconference discussed frequently encountered problems in the design of sites, a simplified procedure for registration of cemeteries, cemeteries located on the lands of the forest fund, as well as the most common comments when preparing documents for changing the category of sites.

 

The next meeting is scheduled for 01/22/2020.

On December 17, 2019, the Cabinet of Ministers of the Republic of Tatarstan approved Decree No. 1159 “On Amending the Regulation on the procedure for determining rents for land owned by the Republic of Tatarstan and state property for which is not differentiated, approved by the Cabinet of Ministers of the Republic of Tatarstan dated 09.02.1995 No. 74 "On land rent."

In the framework of the subprogram “Provision of housing for orphans and children left without parental care, persons from among orphans and children without parental care, in the Republic of Tatarstan for 2014 - 2022”, approved by the Cabinet of Ministers of the Republic of Tatarstan from 04/30/2014 No. 289, in 2019, the Ministry of Land Property of the Republic of Tatarstan purchased 309 residential premises for a total of 372.3 million rubles, of which:

44.7 million rubles - from the budget of the Russian Federation;

327.6 million rubles - from the budget of the Republic of Tatarstan.

In 2020, in accordance with the instructions of the President of the Republic of Tatarstan R.N. Minnikhanov, the Ministry of Land of the Republic of Tatarstan is to acquire 600 residential premises for a total of 840.7 million rubles, of which:

46.0 million rubles - from the budget of the Russian Federation;

794.7 million rubles - from the budget of the Republic of Tatarstan.
