Today, the meeting under the chairmanship of acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov, together with representatives of the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” and the Menzelinsky municipal district of the Republic of Tatarstan was held in the Ministry of Land Property of the Republic of Tatarstan. During the meeting  development and approval of territorial planning documents of the Menzelinsky municipal region of the Republic of Tatarstan was discussed.

The number of organizational and promising issues were considered at the meeting of the Board of NP Union of Appraisers of the Republic of Tatarstan (Union) with the participation of members of the Board and representatives of the Ministry of Land and Property of the Republic of Tatarstan: Deputy Minister Eduard Diyarov, Farit Musin, Larisa Shvetsova, Zulfiya Kamalova,.

According to the proposals of members of the Union the Work Plan for 2020 (published on the website of appraisers-rt.rf) was approved. It reflects a number of new development directions: the creation of the Council of Heads of Regional Departments of SRO Appraisers in Tatarstan (an analogue of the National Council), the Qualifications Assessment Council, non-working bodies were abolished, a decision was made to develop a program “Digital Transformation of Valuation Activities”, and to prepare events for the 25- anniversary of the beginning of valuation activities in the Republic of Tatarstan (Decree of the Cabinet of Ministers of the Republic of Tatarstan dated November 30, 1995 No. 873), participation in the legislative work.

   The Board has determined the size of annual membership and entry fees. The date of the annual general meeting of the Union members was approved - March 19, 2020. Over the next month, members of the Union send proposals to the agenda of the meeting, including on the new composition of the Board of the Union.

   During the meeting, a number of decisions were made on the organization of gratuitous training for employees of organizations - members of the Union for the qualification exam, held in Kazan in May 2020, on the basis of the Union's partner, the IEMF of Kazan Federal University, with the support of the regional branches of the SRO and other partner universities.

   The question of the exclusion of the organization in connection with the violation of paragraphs. 4 tbsp. 5.2. Partnership Charter. The composition of the Union of Appraisers of the Republic of Tatarstan NP was adopted by G. Tikhonov (in succession).

   The Board approved the information of the executive directorate about the organization, from 10.01.2020 to 02.15.2020, of the next monitoring of prices of real estate, land and rental rates as of 01.03.2020 (including the housing market). The meeting considered and, subject to amendments, approved the Recommended minimum tariffs for assessment work for 2020 and a number of issues of current activity.

01/23/2020 the meeting on the issue of defining borders between the Republic of Tatarstan and the Republic of Mari El with the participation of representatives of the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan”, the Ministry of Forestry of the Republic of Tatarstan, a branch of the Federal Cadastral Chamber of the Federal State Registration Service, cadastre and cartography” in the Republic of Tatarstan, Office of the Federal State Registration Service, cadastre and cartography in the Republic of Tatarstan was held in the Ministry of Land and Property of the Republic of Tatarstan in a videoconference mode. On the part of the Republic of Mari El, the meeting was attended by representatives of the Ministry of State Property of the Republic of Mari El, the Office of the Federal State Registration Service, cadastre and cartography in the Republic of Mari El, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Mari El, as well as the Ministry of Natural Resources, Ecology and Environmental Protection of the Republic of Mari El. At the meeting, issues of border crossing between the Republic of Tatarstan and the Republic of Mari El were discussed, an agreement on the exchange of available cartographic data relating to border crossings between constituent entities of the Russian Federation was reached.

01/22/2020 an extraordinary meeting of the Commission under the Minister for Combating Corruption was held in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of  Deputy Minister Rustem Shameev.

At the meeting of the above Commission, the opinion of the population on corruption in the Republic of Tatarstan (according to the results of a sociological survey in 2019) prepared by the Committee of the Republic of Tatarstan on socio-economic monitoring (hereinafter - the opinion of the population) was considered.

Following the meeting, the decision was made: to continue conducting legal and anti-corruption education of civil servants of the Ministry through consultations, seminars, round tables with the participation of civil society institutions; recommend JSC “Bureau of Technical Inventory of the Republic of Tatarstan” to study the opinion of the population regarding the dynamics of changes in the opinion of the population about the corruption of various professions and to consider the opinion of the population at the next meeting of the Public Council under the Ministry.

In accordance with Articles 20 and 21 of the Federal Law of July 3, 2016 N 237-ФЗ “On the State Cadastral Assessment”, from January 1, 2020 the State Budgetary Institution “Center of State Cadastral Assessment” began to fulfill the functions of considering applications for clarifications, related to the determination of the cadastral value, as well as the consideration of applications for the correction of errors made in determining the cadastral value of land plots of the following categories: “lands of the water fund”, “lands of the forest fund”, “lands of specially protected territories and objects. "

    The results of the state cadastral valuation of land plots of the indicated categories were approved by the Order of the Ministry of Land and Property of the Republic of Tatarstan dated 01.10.2019 No. 3087-r “On approval of the results of the state cadastral valuation of lands of the water fund, forest fund, lands of specially protected territories and objects of the Republic of Tatarstan” and are applied from January 1, 2020

    Thus, at present the State Budgetary Institution “Center of State Cadastral Assessment” performs the functions of reviewing applications for clarifications related to the determination of cadastral value, as well as reviewing applications for the correction of errors made in determining the cadastral value of land plots of the following categories: “agricultural land destination ”,“ lands of water fund ”,“ lands of forest fund ”,“ lands of specially protected territories and objects ”.

In accordance with the Federal Law of July 3, 2016 No. 237-ФЗ On the State Cadastral Assessment, pursuant to the order of the Ministry of Land and Property of the Republic of Tatarstan dated July 15, 2019 No. 2202-r of the State Budgetary Institution Center of State Cadastral Assessment conducting the state cadastral valuation of industrial lands and other special purposes of the Republic of Tatarstan.

In 2019, the State Budgetary Institution “Center of State Cadastral Assessment” took measures to prepare for the state cadastral valuation. As part of the preparatory phase, State Budgetary Institution “Center of State Cadastral Assessment” received 27 declarations on the characteristics of land plots from industrial and other special purpose lands.

The meeting was also attended by Ilnur Makhmutov - Deputy Director for Property Issues of the UFPS “Tatarstan Pochtasy” - a branch of JSC “Russian Post”, Mikhail Golovanov - head of the department of electronic trade resources and information security of JSC “Agency for state orders of the Republic of Tatarstan” and Elena Prokofieva - Head of the State Property Sales Department of the Republican Property Treasury.

During the meeting, issues of the implementation of the agreement between the Cabinet of Ministers of the Republic of Tatarstan, the Council of municipalities of the Republic of Tatarstan and municipal districts (city districts) of the Republic of Tatarstan on the achievement of planned performance indicators of local authorities of municipalities (city districts) of the Republic of Tatarstan, regulatory regulation of the procedure, bidding practices through an electronic platform, an act inventory lists of municipal property posted on the official websites of municipalities of the Republic of Tatarstan were considered. In addition, problematic issues were discussed with regard to the implementation of Federal Law No. 171-ФЗ dated June 29, 2018 “On the Peculiarities of the Reorganization of the Russian State Unitary Enterprise“ Russian Post ”, the Basics of the Activities of the Russian Post Joint-Stock Company and on Amending Certain Legislative Acts of the Russian Federation".

As of December 31, 2019, non-tax revenues from the use and sale of state property and land plots received by the budget of the Republic of Tatarstan amounted to 450.88 million rubles. The budget assignment before the republican budget of the Republic of Tatarstan as of December 31, 2019 was fulfilled by 102.37%.

In the context of articles, the budget of the Republic of Tatarstan as of December 31, 2019 received:

from rental property - 99.52 million rubles. - the plan is completed by 105%;

from land lease –85.57 million rubles. - the plan is implemented by 106.1%;

from easement - 3.59 million rubles. - the plan is implemented by 105.6%;

from the sale of property - 46.24 million rubles. - the plan is 100.2% complete;

from trust management - 56.7 million rubles –– the plan is 100% complete;

dividends - 113.6 million rubles - the plan is 100% complete;

part of the net profit of state unitary enterprises - 36.5 million rubles - the plan is 100% complete.

On January 21, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin and the head of the Spassky Municipal District Fargat Mukhametov took part in gatherings of citizens of the Trekhozerskoye rural settlement of the Spassky Municipal District, in reporting meetings of labor collectives of the Bulgarian State Historical and Architectural Museum of the Reserve and the Ministry of Internal Affairs for the Spassky Municipal District.

At the events for summing up the results for the population with a report on the work done on the development of the territory for 2019. and plans for 2020 were made by the heads of rural settlements and the leaders of labor collectives.

The main directions and pressing issues of the socio-economic development of the Republic of Tatarstan were voiced in a speech by the Minister of Land and Property Relations, Fanil Agliullin.

As part of the work carried out by the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” to create and maintain a catalog of the names of geographical objects of the Republic of Tatarstan in the Tatar language, discrepancies and differences in the names of geographical objects in the Republic of Tatarstan are revealed.

The Law of the Republic of Tatarstan dated December 14, 2019 No. 104-ЗРТ “On Amending Certain Legislative Acts of the Republic of Tatarstan” was adopted, which amended the names of 3 settlements of the Republic of Tatarstan.

The village of Vaskino Tuyrali of the Bavlinsky municipal district of the Republic of Tatarstan is changed to - the village of Vaskino-Tuyrali;

The village of Tri-Sosni of the Sabinsky municipal district of the Republic of Tatarstan is changed to - the village of Three Sosni;

The village "Children's sanatorium" of the Verkhneuslonsky municipal district of the Republic of Tatarstan is changed to - the village of Children's sanatorium.
