Today, the regular seminar with the leaders and specialists of subordinate organizations on the implementation of anti-corruption measures, including the adoption of measures to resolve conflicts of interest was held in the Ministry of Land and Property of the Republic of Tatarstan under the chairmanship of Minister Fanil Agliullin.

In his welcoming speech, the Minister noted that in accordance with the Federal Law “On Combating Corruption”, each organization is obliged to develop and take measures to prevent corruption. In each subordinate institution, a Commission is established under the head of the Anti-Corruption Issues, which also considers materials, reviews, statistical and other anti-corruption information.

He also emphasized that activities to prevent corruption in organizations should be systematic and consistent.

Kafil Amirov, Honored Lawyer of the Russian Federation and the Republic of Tatarstan, Honorary Worker of the Prosecutor's Office of the Russian Federation, shared his many years of experience with the workshop participants. At the end of the training event, Kafil Amirov gave comprehensive answers to questions from students. And to the one who asked the most interesting question, he presented his book.

Today, the meeting with representatives of the State Budgetary Institution “Spatial Data Fund of the Republic of Tatarstan” and Aznakaevsky municipal district of the Republic of Tatarstan was held in the Ministry of Land Property of the Republic of Tatarstan under the chairmanship of acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov,. The meeting discussed the development and approval of territorial planning documents of the Aznakaevsky municipal region of the Republic of Tatarstan.

In accordance with the order of the President of the Russian Federation, the All-Russian Day of Reception of Citizens is held in state authorities and local self-government on December 12, 2019 from 12.00 to 20.00.

The competence of the Ministry of land and property relations of the Republic of Tatarstan includes the following issues:

transfer of agricultural land, with the exception of federal land, to other land categories (powers of state bodies and local self-government bodies in the field of land relations)

seizure of land for state needs of a constituent entity of the Russian Federation (powers of state bodies and local authorities in the field of land relations)

              - misuse of agricultural land;

             - the provision of official housing for state civil servants of the subject of the Russian Federation.

State Budgetary Institution “Republican Property Treasury” conducted an audit of the effective use and preservation of state property, secured by the right of operational management of state institutions subordinate to the Ministry of Sports of the Republic of Tatarstan, the Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, in Spassky, Chistopolsky, Sabinsky, Pestrechinsky, Laishevsky municipal districts.

During the inspections revealed the following:

1. premises with a total area of 64.6 sq.m. transferred to use by third parties without appropriate coordination with the Ministry of Land Property of the Republic of Tatarstan (Article 298 of the Civil Code of the Russian Federation);

2. A motor vehicle was written off without approval from the Ministry of Land Property of the Republic of Tatarstan (Article 298 of the Civil Code of the Russian Federation);

3. the right of operational management is not formalized, and 2 real estate objects with a total area of 124.6 sq.m are not included in the State Property Register;

4. 10 items of unused state property in malfunctioning;

5. The area of two real estate does not comply with the unified state register of real estate.

Based on the results, inspection reports of state institutions were drawn up. Reports of institutions on elimination of violations will be brought to the attention of the Ministry of Land Property of the Republic of Tatarstan within one month.

In 2019, the five-year term of the employment contracts for the specialized housing fund of the Republic of Tatarstan (hereinafter referred to as the Special Housing Fund of the Republic of Tatarstan) of 309 residential premises provided to orphans in 2014 expired.

Based on the decisions of the Ministry of Education and Science of the Republic of Tatarstan on the absence of circumstances indicating the need for assistance to the employer in overcoming a difficult life situation, the Ministry of Land and Property of the Republic of Tatarstan excluded 195 residential premises from the special housing fund of the Republic of Tatarstan and assigned the right to operational management to the State Budget Institution “Department for Housing Management "(Hereinafter – SBI DHM).

SBI DHM with tenants of occupied premises will be concluded social rental agreements with the subsequent possibility of privatization of these residential premises.

According to the results of similar events in respect of 112 residential premises excluded from the special housing fund of the Republic of Tatarstan in 2018 after the expiration of the five-year term of the employment contracts, 104 were transferred to the ownership of persons from among orphans.

On November 21, 2019 in the village Rybnaya Sloboda and in Kutlu-Bukash rural settlement of Rybno-Slobodsky municipal district of the Republic of Tatarstan, free legal aid was provided to the population.

The leading consultant of the department of legal support of land and property relations Anna Khanzhina was involved in the information and consulting group from the Ministry of Land Property of the Republic of Tatarstan.

Appealing citizens were given full explanations on the issue of correcting a registry error when registering a land plot, as well as on writing a statement of claim to consider the dispute in court.

All citizens received qualified legal assistance.

The Federal Law of November 12, 2019 N 377-ФЗ "On Amending Certain Legislative Acts of the Russian Federation" (hereinafter - the Federal Law) was adopted.

A number of legislative acts are clarified on issues of entering information into the Unified State Register of Legal Entities, the Unified State Register of Individual Entrepreneurs, the Unified Federal Register of Information on the Facts of Activities of Legal Entities, and the Unified Federal Register of Bankruptcy Information.

In particular, the list of information that must be posted in the Unified Federal Register of Information on the Facts of the Activities of Legal Entities, Individual Entrepreneurs and Other Economic Entities was supplemented. Information on the sale of the enterprise or its transfer to lease, a notice on the liquidation of a legal entity, a notice on the reorganization of a legal entity, a notice on a decrease in the authorized (joint-stock) capital of a legal entity are subject to mandatory entry into the register.

In addition, from April 1, 2020, the Federal Law establishes the right of participants in civil turnover to enter information on the existence of a right to buy back property, on restrictions on rights under a contract, on retention of things and the conditions for termination of the right of retention, on preservation of ownership of goods the party to the contract, on the guarantee and other information, with the exception of information whose access is limited in accordance with the legislation of the Russian Federation.

The federal law entered into force on November 12, 2019, with the exception of provisions for which a different time frame for enforcement has been established.

On November 21, 2019, the Kazan Expo IEC hosted a strategic session of the Federal Corporation for the Development of Small and Medium Enterprises (SME Corporation) in the Republic of Tatarstan with the participation of the President of the Republic of Tatarstan R.N. Minnikhanov and General Director of SME Corporation Alexander Braverman.

Within the framework of the strategic session, a round table was held on the topic “Property support for small and medium-sized enterprises”, which was attended by the head of the Directorate for Regional Development of the SME Corporation A.V. Chuev, deputy heads of executive committees of municipalities of the Republic of Tatarstan, heads of chambers, departments (committees ) property and land relations of the Republic of Tatarstan. The Ministry of Land and Property of the Republic of Tatarstan at this event was represented by the head of the department of accounting, monitoring and information interaction Ildar Rakhmatullin and the head of the department of rent, implementation of state property and investment projects Ilshat Aminov.

During the round table, the tasks of the executive authorities of the Republic of Tatarstan and local governments to expand measures of property support for small and medium-sized enterprises, as well as problematic issues related to the provision of state and municipal property to representatives of small and medium-sized enterprises were considered.
