On November 30, 2018, the meeting of the Association of Executive Authorities of the Russian Federation of the Volga Federal District in the field of property and land relations held in the hotel and shopping center Korston under the chairmanship of the minister of land and property of the Republic of Tatarstan Azat Khamaev. Representatives of 14 regions took part in the meeting. The meeting addressed topical issues of the activities of the executive authorities in the field of property and land relations. The first deputy minister of land and property of the Republic of Tatarstan Artur Galiyev made a report on the involvement of unused agricultural lands into the turnover of the Association participants. In the Republic of Tatarstan there are more than 4 million 600 thousand hectares of agricultural land. According to the Office of the Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan, as of July 1, 2018, over 41 thousand hectares of unused agricultural land have been identified in the republic. Today, more than 13 thousand hectares are involved in the turnover.
The ministry participates in activities for the seizure of agricultural plots in connection with their non-use, being the authorized body for applying to the court on issues of forcible seizure from the owner. According to the materials submitted by the Office of Federal Service for Veterinary and Phytosanitary Surveillance in the Republic of Tatarstan, statements of claim were sent for the forced seizure of land plots with a total area of more than 500 hectares. Artur Galiev in his report noted that the main objectives of involving uncultivated agricultural land into the turnover are:
increasing the culture of agricultural production, increasing the volume of agricultural production and the involvement of agricultural land in circulation;
increasing the interest of farmers in the development of agricultural land;
increase in revenues to budgets of various levels.
During the discussion, the participants identified problem issues and discussed ways to solve them. Presentations were made by representatives of the regions, heads of executive authorities of the constituent entities of the Russian Federation of the Volga Federal District in the field of property and land relations on issues of cadastral registration of the borders of the constituent entities of the Russian Federation of the Volga Federal District, conducting a state cadastral appraisal, and challenging the cadastral value of real estate. After the presentations, the participants discussed a number of problematic issues: the practice of applying the procedure for determining the fair value of rental payments, the privatization of property complexes of unitary enterprises by transforming them into business entities; problems of filling the databases of tax authorities in the absence of information necessary for calculating property taxes; issues related to improving the management of state and municipal property and much more.
In his closing remarks, the minister Azat Khamaev noted that the meeting was held in a constructive manner, many topical issues of land and property relations were considered, but at the same time, this is only part of the problems that concern executives of executive bodies in the field of property and land relations. Therefore, the relevance of the future activities of the Association will only increase.
