On June 10, 2019, the head of the personnel department of the Ministry of Land and Property of the Republic of Tatarstan, Rinat Gazizov, took part in a live broadcast of the Tatarstan-New Century TV channel in the program “Tatarstan without corruption”.
The presenter of the program is Gulnara Timurshina with the participation of Robert Valitov, Head of the Anti-Corruption Enforcement Supervision Department of the Prosecutor’s Office of the Republic of Tatarstan, Rustam Gayazov, Chief Advisor of the Anti-Corruption Monitoring Department of the Office of the President of the Republic of Tatarstan on Anti-Corruption Policy, Valentina Urysova, Assistant to the Head of the District Office for Anti-Corruption Policy, discussed anti-corruption issues related to government agencies, in particular, the provision of public state and municipal services, the problems in the housing sector, on pensions, and many others.
During the transfer to the head of the personnel department of the Ministry of land and property of the Republic of Tatarstan, Rinat Gazizov, a direct telephone question was asked: “What levers are used in the Ministry of land and property of the Republic of Tatarstan when violations are revealed?”. In his speech, Rinat Gazizov spoke about the methods of influencing a civil servant in case of detection of non-compliance with restrictions and prohibitions, requirements for resolving conflicts of interest, which are listed in the Federal Law “On State Civil Service of the Russian Federation” of 2004 No. 79-FZ: this remark , reprimand, warning about incomplete compliance, dismissal with loss of trust.
Rinat Gazizov also said that the Ministry widely uses such leverage as consideration of the results of verification of violations at a meeting of the Commission of the Ministry on complying with the requirements for official conduct and resolving conflicts of interest. He emphasized that this method is quite effective, as evidenced by statistics. For example, if according to the results of the analysis of information about incomes for 2017, 19 State officials were heard at this Commission, then following the results of the analysis of information for 2018, only 5 civil servants gave reason to invite them to the Commission meeting.
