Videoconference meeting on the design of land on which burial sites are located

09/13/2019 at the Ministry of Land and Property of the Republic of Tatarstan, the meeting chaired by First Deputy Minister Artur Galiyev on the maintenance, protection of cemeteries and registration of land on which burial sites are located was held in a videoconference mode. Assistant of the President of the Republic of Tatarstan Rustem Merzakreev and representatives of the Office of Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, branch of the Federal State Budgetary Institution Federal Cadastral Chamber of the Federal Service for State Registration, Cadastre and Cartography in the Republic of Tatarstan, Association “Council of Municipalities of the Republic of Tatarstan”, mun. The educational regions of the Republic of Tatarstan took part in the meeting.

According to the order of the President of the Republic of Tatarstan R.N.Minnikhanov, local authorities were instructed to register and bring into the appropriate category land under cemeteries.

In the Republic of Tatarstan there are 3 826 cemeteries of which:

- issued - 1 650;

- partially decorated - 294;

- not executed - 1882.

Most cemeteries are located on agricultural land.

In order to bring the use of such lands in accordance with the legislation, it is necessary:

- carry out cadastral work on land surveying, formation and registration of cadastral land plots provided for the placement of cemeteries as industrial and other special purpose land;

- carry out the transfer of the category of land to the land of industry and other special purposes.

For the period from 2017 to the first half of 2019, according to the projects prepared by the Ministry of Land Property of the Republic of Tatarstan, 105 resolutions of the Cabinet of Ministers of the Republic of Tatarstan on the transfer of 332 land plots with a total area of about 310 hectares from the category of agricultural land to industrial and other special purposes for placement of ritual objects were adopted.

The meeting participants discussed frequently arising problems when registering plots, a simplified procedure for registering cemeteries, as well as cemeteries located on the lands of the forest fund.

Following the meeting, local governments were given recommendations on the need to complete the work on registering cemeteries before the end of this year and submit information by September 20, 2019 on cemeteries located on the lands of the forest fund, in order to conduct relevant work with the Ministry of Forestry of the Republic of Tatarstan.

 

The next meeting is scheduled for late September.
