At the meeting of the Committee on Education and Advanced Training of the NP Union of Appraisers of the Republic of Tatarstan, the issue of organizing preparation for qualification exams in appraisal activities was considered (Kazan, May 2020). Azat Safiullin, Head of the Department of Project Management and Business Evaluation of the Institute of Economics, Management and Finance of Kazan Federal University, reported on the results of interaction with the organization authorized by the Ministry of Economic Development of the Russian Federation – federal budgetary institution"Federal recourse center", the number of submitted applications and the readiness of the training site to accept applicants from Tatarstan and the Volga Federal District again.
Director of the Department of Kazan Innovation University Nelya Mukhametkhanova proposed developing curriculum for advanced training for exams. During the discussion, decisions were made on the formation of training schedules in April this year, with the participation of lecturers-specialists of SROs, presented in Tatarstan.
The Executive Directorate has been instructed to prepare appeals to the Ministry of Economic Development of the Russian Federation, Federal State Institution “Federal Registration Center”, specialized Committees of the State Duma of the Russian Federation for clarification on the possibility of early examination for applicants with incomplete validity of qualification certificates and on the forecast of approval of legislative and regulatory acts that determine changes in the procedure and conditions passing a qualification exam. Representatives of universities emphasized that graduate students must now have at least three years of assistant appraiser to obtain a qualification certificate, which makes it difficult to enter the profession. In the bill adopted in the third reading by the State Duma, this and other relevant issues should be resolved.
The meeting participants also formulated the main approaches to the development of the program “Digital Transformation of Valuation Activities”, and gave relevant instructions to the executive directorate.
Dmitry Zakhmatov, Nadezhda Burmakina, Irina Ignashina, university professors, heads of appraisal organizations, as well as specialists from the appraisal department of the Ministry of Land and Property of the Republic of Tatarstan Larisa Shvetsova and Zulfiya Kamalova actively participated in the discussion of issues.
