Towards a General Meeting: Decisions of the Management Bodies of NP Union of Appraisers of the Republic of Tatarstan

At the next meeting of the Board of NP "Union of Appraisers of the Republic of Tatarstan", the draft annual financial statements for 2019 and the financial plan of the Partnership for 2020 were considered. Partnership President Andrei Lisichkin emphasized that the planned number of professional reviews and opinions (from 70 to 110), analytical studies of the housing market (from 45 to 68) will increase significantly, the content of the Price Monitoring Book published twice a year will be updated and expanded. It is planned to continue training and advanced training of appraisers, to modernize activities in the framework of digital transformation. Members of the Union will have to approve budget items at the general annual meeting on March 19, 2020. Next, a list of candidates for the Board of Nonprofit Partnership was considered. Union Executive Director Oleg Bulgakov informed about the candidate for the post of President of the partnership. Member of the Board, head of the largest regional association of appraisers represented in the Union, Dmitry Zakhmatov announced the organization’s plans, supported the direction of community consolidation and improving the quality of valuation.

At the further meeting of the Real Estate Market Monitoring Committee of the Union of Appraisers of the Republic of Tatarstan, a mock-up of the Compendium of monitoring the prices of real estate, land and rental rates as of March 1, 2020 was formed. The collection has been substantially amended by proposals of the Chambers of land and property relations of the republic, experts, as well as by the results of an analysis of open sources.

   At the meeting of the Expert Advisory Council of NP Union of Appraisers of the Republic of Tatarstan, draft professional opinions prepared by Union expert Rezida Betretdinova based on reports on the valuation of property seized in order to implement large-scale republican projects were considered. The Deputy Minister of Land and Property Eduard Diyarov emphasized that the adequacy of property to financial support from the budget in such cases should be confirmed by a thorough professional audit, eliminating corruption risks. To this end, independent experts from various SROs are included, which are members of the Expert Council of the Union. Along with experts and appraisers, the director of the Institute of Economics and Management in Construction of Kazan State University of Architecture and Civil Engineering Rustem Sirazetdinov, the head of the department of the Committee for Land and Property of Kazan Albina Safina and the head of the evaluation department of the Ministry of Land and Property of the Republic of Tatarstan Larisa Shvetsova took part in the discussion on the issue.
